That image could have been used as the cover of the book I just finished; "Long Voyage Back" by Luke Rhinehart.
Written in 1983 about nuclear war here and escape via a small sailboat by the half-dozen main characters. They, as well as big cruise ships like that, were fired upon by both countries and island countries down south trying to sink them or turn them back to stem the tide of refugees from up north. Both because of their own lack of resources and food to even feed their own people then and because of a plague sweeping America after the nukes, too.
Great read, very realistic, IMO. Bought it used at Amazon for 7 cents, but of course, $5 for s/h
