The Rasmussen Reports daily Presidential Tracking Poll for Sunday shows that 30% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Forty percent (40%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -10.

Sixty-four percent (64%) of liberal voters Strongly Approve while 68% of conservative voters Strongly Disapprove. Those numbers are even higher among those who are "very" liberal or conservative.

Consumer confidence has fallen to the lowest level since July. Nationally, just 19% of adult consumers say their own personal finances are getting better while 50% say they are getting worse. Those figures have changed little since the beginning of 2009, despite declining pessimism about the overall economy.

The Rasmussen Reports daily Presidential Tracking Poll for Tuesday shows that 30% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Forty percent (40%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -10.

A Rasmussen video report notes that 69% say that military service is good for young people. Twenty-eight percent (28%) say that today's veterans face more challenges than returning Vietnam vets. Twenty-four percent (24%) hold the opposite view and 42% believe the challenges are about the
same.

Further evidence that voters hold low expectations for their politicians, just 4% believe those seeking office keep most of their campaign promises. Voters are divided, however, on the reasons that the promises are broken.

Forty percent (40%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -10. Republicans have opened a six-point lead on the Generic Congressional Ballot.

Sixty percent (60%) say that the Fort Hood shootings should be investigated by the military as a terrorist act. Just 27% prefer a criminal investigation by civilian authorities.

This Veterans Day, 81% of Americans have a favorable opinion of the U.S. military. Thirty-six percent (36%) had a close friend or relative who gave their life for our country. A Rasmussen video report notes that 69% say that military service is good for young people.

The Rasmussen Reports daily Presidential Tracking Poll for Thursday shows that 29% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Thirty-eight percent (38%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -9. Thirty-three percent (33%) now say the U.S. is generally heading in the right direction.

Thirty-nine percent (39%) say the President is doing a good or excellent job handling the economy while 45% give him poor marks. On national security issues, the numbers are 42% good or excellent and 39% poor.

Reports indicate that the president will focus extensively on deficit reduction in the 2010 State of the Union Address. Deficit reduction was one of the priorities outlined by the President in an address to Congress last February. Voters have consistently cited deficit reduction as the most important of the President’s stated priorities. At the same time, voters consider it the least likely to be achieved.

In Minnesota, Senator Amy Klobuchar gets better job reviews than Senator Al Franken and Congresswoman Michele Bachmann. In the Texas GOP Showdown, Governor Rick Perry has an 11-point advantage over Senator Kay Bailey Hutchison. In New Jersey, 60% of voters say Christie won primarily because voters were voting against incumbent Governor Jon Corzine.

The Rasmussen Reports daily Presidential Tracking Poll for Wednesday shows that 26% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Forty percent (40%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -14. That matches the lowest Approval Index rating yet recorded for this President.

Over the past month, the number who Strongly Approve of the President’s performance has generally stayed between 27% and 30% (with one exception in each direction). Today’s drop to 26% matches the lowest level of strong approval yet recorded.

The number who Strongly Disapprove has stayed between 37% and 41% every day for over a month. The only previous time that Obama’s Approval Index rating was this low came on August 23. It remains to be seen whether the current low is just statistical noise or if it is something more lasting.

Just 47% of Democrats now Strongly Approve of the President’s performance. Sixty-eight percent (68%) of Republicans Strongly Disapprove, as do 43% of those not affiliated with either major political party. These numbers reflect the concern some Democratic analysts are voicing about an enthusiasm gap heading into the 2010 mid-term elections. See other recent demographic highlights.

The Rasmussen Reports daily Presidential Tracking Poll for Thursday shows that 27% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. By a 3-to-1 margin, voters believe that tax cuts will create more jobs than additional government stimulus spending. Most also believe that canceling the rest of the stimulus spending will create more jobs than spending the money that’s been approved. On both topics, the Political Class disagrees.

Only 18% believe that our legal system is too concerned about national security at the expense of individual rights. Thirty-nine percent (39%) believe there is too much concern about individual rights.

Today’s results match the lowest Approval Index rating yet recorded for this President and it’s the third straight day at -14. Prior to these three days, Obama’s ratings had fallen to -14 on only one day since taking office.

Congressional leaders don’t fare so well. Most voters have an unfavorable opinion of House Speaker Nancy Pelosi and 47% say the same about Senate Majority Leader Harry Reid. Republican leaders have lower unfavorable ratings because they are not as well known.

A Rasmussen video report notes that 51% believe that job creation would come from cancelling the rest of the stimulus spending.

In Arizona, Senator John McCain could face a serious primary challenge from the right. Former Congressman J.D. Hayworth is essentially even with McCain in the first Rasmussen Reports poll of the race.

California Senator Barbara Boxer continues to hold a comfortable lead in her 2010 re-election bid but her support remains below the 50% level. In California’s race for Governor, it’s a toss-up between Jerry Brown and Meg Whitman.

It is important to remember that the Rasmussen Reports job approval ratings are based upon a sample of likely voters. Some other firms base their approval ratings on samples of all adults. President Obama's numbers are always several points higher in a poll of adults rather than likely voters. That's because some of the President's most enthusiastic supporters, such as young adults, are less likely to turn out to vote.

If one examines the relevance of opinion polling done in the 1948 presidential race, it is clear that it had limited value to the American public. The 1948 presidential election, which Harry Truman won, proved to be an embarrassment and dealt a serious blow to the survival of the young polling industry.
Poll results off target in 1948

Gallup, Archibald Crossley, and Elmo Roper, the major pollsters of the day, predicted Thomas Dewey would win the election by a margin of 5 to 15 points. However, history shows that Truman edged out Dewey by just over 4 points. Such results brought into question the relevance of opinion polls and threatened their very existence.
One major reason for this miscalculation of the developing polling industry was that the three top pollsters did not believe that opinions would change much, so they stopped interviewing weeks before election day. TheTruman campaign proved them wrong.
Prematurely halting business as usual, the pollsters could not have foreseen collapsing support for minor parties in the race. Only in the late days of the campaign, did people shift and solidify their support of the major parties, especially the Democrats.
In the wake of miscalculation in 1949

Newspaper publishers threatened to cancel the pollsters’ contracts and the pollsters were investigated by the Social Science Research Council (SSRC). The SSRC attempted to pinpoint specifc reasons for such a major miscalculation. At the time, concerns arose whether the pollsters were attempting to influence the outcome of the presidential election as opposed to simply providing an accurate reflection of public sentiment.


Considerable suspicion grew after this election that the polls themselves led to a late surge by the Democrats to increase voter turnout because the surveys showed Dewey well ahead of Truman. On the other hand, believing the poll results, Republicans became overconfident and felt no urgency to get more of their own people to the voting booths. The famous picture of Harry Truman holding up the Chicago Daily Tribuine, with the newspaper's headlines declaring a Dewey victory, reflected the irony of the situation.
Such results of this election brought into question the fundamental accuracy of the presidential opinion polls and questioned their motives in publishing poll results. Such a dramatic failure threatened the very existence of the polling industry.

Presidential campaign of 2008

After 60 years, U.S. political polls are very much alive and well. Pollsters survived the 1948 debacle and taking the pulse of the electorate has developed into a thriving industry. There has been a proliferation of polling enterprises in recent years with several people building successful careers centered around public opinion polling.
In this presidential campaign, voters have been kept apprised of the relative standings of the hopeful candidates on a daily basis since early 2007. The public has been fed poll data as if such results were major news as opposed to simple packaged opinion. However, even though polling procedures have improved and the accuracy of results has sharpened, the relevance of conducting ongoing polls several months prior to any election is a major question. What's the point?
It seems a bit odd when examined in light of the lessons learned by George Gallup and his compatriots in 1948. One of the vital lessons that should have been learned, was that poll results had little relevance several months before election day because public sentiment shifted in the final two weeks. And, if we took the polls in February of 2007 seriously, Hillary Clinton may have been running against Rudy Giuliani.

Rasmussen Reports has been tracking public support for the Congressional health care plan on a weekly basis. The latest tracking update will be released on Monday morning. Last week, 47% favored the plan and 49% took the opposite view. With the exception of bounces following a Presidential address, that’s the highest level of support for the plan since the debate began in earnest. A plurality trusts the private sector more than the government to keep the cost of health care down and the quality up.

For the first time in the Obama Administration, the Approval Index has been in negative double digits for nine straight days. Among men, the President’s Approval Index rating is -20. Among women, it is -7.

Support for the health care plan proposed by the President and Congressional Democrats has fallen to a new low of 38%. Sixty percent (60%) of voters believe passage of the bill will lead to higher health care costs.

In Arizona, Democrat Terry Goddard leads incumbent Governor Jan Brewer by nine percentage points in an early look at that possible 2010 match-up. The state of Arizona may also feature an interesting Senate primary as John McCain is in a toss-up with former Congressman J.D. Hayworth.

The Rasmussen Reports daily Presidential Tracking Poll for Tuesday shows that 27% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Forty-two percent (42%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -15. This is the lowest Approval Index rating yet measured for President Obama.

Fifty-two percent (52%) of Democrats Strongly Approve while 68% of Republicans Strongly Disapprove. Among those not affiliated with either major political party, just 16% Strongly Approve and 51% Strongly Disapprove.

Forty-five percent (45%) want U.S. troops home from Afghanistan either right away or within a year.Forty-three percent (43%) are opposed to such a firm timetable.

Fifty-three percent (53%) of voters worry that the federal government will do too much when it comes to reacting to the nation’s financial problems. That’s up seven points since President Obama took office.

Overall, 45% of voters say they at least somewhat approve of the President's performance. That matches the lowest level of total approval yet measured for this president. Eighty-one percent (81%) of Democrats approve as do 33% of unaffiliated voters. Eighty-three percent (83%) of Republicans disapprove.

Among all voters, 54% now disapprove.

Support for the health care plan proposed by the President and Congressional Democrats has fallen to a new low of 38%. Sixty percent (60%) of voters believe passage of the bill will lead to higher health care costs.

The Rasmussen Reports daily Presidential Tracking Poll for Wednesday shows that 26% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Forty-one percent (41%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -15. This is the second straight day at -15, the lowest Approval Index rating yet measured for President Obama.

Seventy-four percent (74%) of African-Americans Strongly Approve along with just 19% of white voters (see other recent demographic highlights from the tracking poll).

Among all voters, just 34% now give the President good or excellent marks on his handling of the economy while 47% say he is doing a poor job in that arena. On national security issues, 42% say good or excellent while 41% say poor.

Sixty-three percent (63%) of voters believe that political correctness kept the military from preventing the Fort Hood shootings.

The Presidential Approval Index is calculated by subtracting the number who Strongly Disapprove from the number who Strongly Approve. Overall, 46% of voters say they at least somewhat approve of the President's performance. Fifty-four percent (54%) disapprove. The President earns approval from 97% of African-American voters and disapproval from 61% of white voters.

Republicans now enjoy a seven-point lead on the Generic Congressional Ballot. If Rudy Giuliani decides to enter the New York Senate race against Kirsten Gillibrand, he will do so as the front-runner with a double digit lead.

Not only that, but overall 45% somewhat approve and 53% disapprove, which is tied as the lowest approval rating for Obama. The poll results also show the already obvious partisan divide. Eighty-one percent (81%) of Democrats approve of Obama’s performance, and 83% of Republicans disapprove.
Probably the most telling number out of the whole poll is that only 33% of unaffiliated voters approve of how Obama is doing his job. It’s expected that Democrats approve of Obama and Republicans disapprove, but warning bells should start to go off for the White House when so few moderates support how the president is doing his job.
That being said, I have yet to figure out why Obama's numbers have started dropping again. For the last couple months, his approval numbers have been holding steady. Now, all of the sudden, the fall has restarted. I don't know what to attribute this sudden drop in public opinion to, but I can't help but think the shrinking support for the Obama-supported healthcare legislation has something to do with it.

The Rasmussen Reports daily Presidential Tracking Poll for Monday shows that 26% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Forty percent (40%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -14 (see trends). Seventy-two percent (72%) believe the President is politically liberal, including 49% who say he is Very Liberal.

As the Senate begins formal debate on the proposed health care reform, 53% of Americans are opposed to the legislation, 56% believe it will increase the cost of care, and 50% believe it will hurt the quality of care.

Forty-nine percent (49%) rate the U.S. health care system as good or excellent. As the Congressional debate about reform has dominated the news, confidence in the current system has grown dramatically.

Fifty-three percent (53%) have a favorable opinion of the AARP, but the organization’s high profile support for the Congressional health care plan may be hurting its reputation.

71% Angry at Federal Government, Up Five Points Since September
Monday, November 30, 2009

Seventy-one percent (71%) of voters nationwide say they’re at least somewhat angry about the current policies of the federal government. That figure includes 46% who are Very Angry.

The latest Rasmussen Reports national telephone survey finds that only 27% are not angry about the government's policies, including 10% who are Not at All Angry.

Men are angrier than women, and voters over 40 are more angry than those who are younger. A majority of those over 40 are Very Angry. Only 25% of under-30 voters share that view.

The data suggests that the level of anger is growing. The 71% who are angry at federal government policies today is up five percentage points since September.

Even more stunning, the 46% who are Very Angry is up 10 percentage points from September.

Among the nation’s Political Class, just six percent (6%) are angry. However, among those with more Mainstream, or populist, views, 85% are angry. A majority of Americans today hold views that can be described as Mainstream or populist. Very few align with the Political Class (see more information on this divide).

Fifty-two percent (52%) of voters nationwide believe neither Republican nor Democratic political leaders have an understanding of what is needed today. That frustration is down eight points from 60% in September.

Sixty-five percent (65%) of Republicans and 59% of unaffiliated voters say that neither party has the answers. Those percentages are down significantly since September. Democrats remain fairly evenly divided as they were in September.

This unhappiness with government policies and leaders is reflected in numerous other Rasmussen Reports surveys. Americans, for example, now view being a member of Congress as the least respected job one can hold. President Obama's job approval ratings also have suffered in the Rasmussen Reports daily Presidential Tracking Poll.

The latest numbers show that only nine percent (9%) of voters trust the judgment of America’s political leaders more than the judgment of the American people. Seventy-four percent (74%) place more trust in the wisdom of the crowd. Seventy-one percent (71%) believe the federal government has become a special interest group that looks out primarily for its own interests. Sixty-eight percent (68%) believe that government and big business work together in ways that hurt consumers and investors.
Opposition to the health care plan proposed by the president and congressional Democrats remains high. Voters continue to oppose the government bailouts of General Motors and Chrysler, and a growing number now believe their taxes will go up during the Obama years.

If the Congressional health care plan passes, 60% of voters nationwide believe it will increase the federal budget deficit. An even larger number believe it will probably lead to higher taxes for the middle class. Those concerns are one reason 53% oppose the legislation.

The overwhelming majority of interviews for today’s update were conducted before the President’s speech on Afghanistan last night. Prior to the President’s speech, 35% gave him good or excellent marks for handling the situation in Afghanistan while 41% say he’s doing a poor job.

The Discover Small Business Watch shows that the economic confidence of small business owners plunged in November. The Rasmussen Employment Index is also down as hiring expectations drop. Consumer confidence has fallen to a four-month low.

Republicans continue to lead by seven percentage points on the Generic Congressional Ballot. Forty-two percent (42%) of voters say their own representative in Congress deserves to be re-elected.

In terms of partisan identification, the number of the Democrats in the United States fell to a four-year low during November.

Thirty-two percent (32%) of voters nationwide favor a single-payer health care system.

In Arkansas, Senator Blanche Lincoln trails four potential Republican challengers in her bid for re-election. Just 32% of Arkansas voters favor the health care plan proposed by President Obama and Congressional Democrats.

Cooper and Springsteen’s ratings both fell when they were identified politically. Numbers for Krugman and Fund moved significantly when people were told they write for the New York Times and Wall Street Journal.

The Rasmussen Reports daily Presidential Tracking Poll for Thursday shows that 28% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Forty percent (40%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -12.

With just one exception in each direction, the number who Strongly Disapprove has stayed between 38% and 41% every day for a month.

In a conversation with Politico.com, Scott Rasmussen noted that the current job approval numbers do not tell us anything about the president’s chances in 2012. But, he added, “they are meaningful for congressional Democrats” and the ratings have “some implications for legislative issues along the way.”
In terms of the United States overall, 30% now believe the country is heading in the right direction.

While the president’s numbers have drifted down a bit, Tiger Woods’ numbers are in free-fall. Thirty-eight percent (38%) now have a favorable opinion of the golf superstar. That’s down from 56% a week ago and 83% two years ago.

Just 36% now believe that the president is doing a good or an excellent job handling the economy while 45% rate his performance in this area as poor. Seventy-one percent (71%) of Democrats say he’s doing a good or excellent job on the economy while 74% of Republicans say poor. Among those not affiliated with either major party, 52% give the President poor marks when it comes to the economy.

On national security matters, 39% rate the president’s performance as good or excellent while 36% say poor. Most voters nationwide lack confidence that NATO will do its part to help in Afghanistan.

In recent days, Rasmussen Reports has released updated polls on the 2010 Senate races in Colorado, Illinois, Connecticut, Pennsylvania, Ohio, and Arkansas. Overall, the results confirm the conventional wisdom that the mid-term election season is off to a tough start for the Democrats. However, there is a long way to go until November.

These figures have been remarkably stable and the approval totals have stayed in a narrow range between 46% and 50% every day but one for more than two months. An analysis by Pollster.com partner Charles Franklin “found that despite identically sized three-day samples, the Rasmussen daily tracking poll is less variable than Gallup.” During Election 2008, the Rasmussen Reports daily Presidential Tracking Poll was the least volatile of all those tracking the race.

The Rasmussen Reports daily Presidential Tracking Poll for Saturday shows that 25% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Forty-one percent (41%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -16. That’s the lowest Approval Index rating yet recorded for this President (see trends).

The 25% who Strongly Approve matches the lowest level of enthusiasm yet recorded. That’s partly the result of declining enthusiasm among Democrats. While Democrats continue to offer their approval, just 43% Strongly Approve.

Among all voters, 36% now believe that the president is doing a good or an excellent job handling the economy while 45% rate his performance in this area as poor. Seventy-one percent (71%) of Democrats say he’s doing a good or excellent job on the economy while 74% of Republicans say poor. Among those not affiliated with either major party, 52% give the President poor marks when it comes to the economy.

On national security matters, 39% rate the president’s performance as good or excellent while 36% say poor. Most voters nationwide lack confidence that NATO will do its part to help in Afghanistan. The President’s new plan for Afghanistan draws mixed reviews from voters.

Most Nevada voters oppose the health care plan working its way through Congress and that’s one reason Senate Majority Leader Harry Reid is trailing a group of little known Republicans in his bid for re-election. Rasmussen Reports has released updated polls on the 2010 Senate races in Arkansas, Colorado, Illinois, Connecticut, Pennsylvania, Ohio, and California. Overall, the results confirm the conventional wisdom that the mid-term election season is off to a tough start for the Democrats. However, there is a long way to go until November.

The Rasmussen Reports daily Presidential Tracking Poll for Sunday shows that 23% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Forty-two percent (42%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -19.

Today is the second straight day that Obama’s Approval Index rating has fallen to a new low. Prior to the past two days, the Approval Index had never fallen below -15 during Obama’s time in office.

The 23% who Strongly Approve matches the lowest level of enthusiasm yet recorded. Just 41% of Democrats Strongly Approve while 69% of Republicans Strongly Disapprove. Among voters not affiliated with either major party, 21% Strongly Approve and 49% Strongly Disapprove.

Among those who consider the economy to be the most important issue, just 26% Strongly Approve of the President’s performance while 39% Strongly Disapprove.

Among those who consider fiscal policy issues the most important, just 1% Strongly Approve and 81% Strongly Disapprove.

The President’s Approval Index rating is -2 among voters under 30 and -29 among senior citizens. From an income perspective, the President’s ratings are weakest among those who earn $40,000 to $100,000 annually.

The Rasmussen Reports daily Presidential Tracking Poll for Monday shows that 24% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Forty-two percent (42%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -18.

That’s a one point improvement from yesterday when Obama’s Approval Index rating fell to the lowest level yet recorded. Prior to the past three days, the Approval Index had never fallen below -15 during Obama’s time in office.

As the health care plan struggles in the Senate, public opposition remains stable. Fifty-six percent (56% ) oppose the plan working its way through Congress while just 40% favor it. In Nevada, the health care bill is causing problems for Senate Majority Leader Harry Reid’s bid for re-election.

Overall, 44% of voters say they at least somewhat approve of the President's performance. That’s the lowest level yet measured for this president. Previously, his overall approval rating had fallen to 45% twice, once in early September and once in late November.

Fifty-five percent (55%) now disapprove.

Seventy-two percent (72%) of Democrats now offer their approval while 80% of Republicans disapprove. Among voters not affiliated with either major party, just 36% approve.

Seventy-seven percent (77%) of liberals approve while 76% of conservatives disapprove. The bad news for the President is that there are a lot more conservatives in the country than liberals. However, he gets a bit of a boost because 57% of moderate voters still offer their approval.

The President earns approval from 37% of White voters and 98% of African-American voters.

Forty-one percent (41%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -15. Today’s update is a slight improvement after the President’s ratings fell to new lows over the past three days.

Sixty-two percent (62%) believe that Afghanistan will be tougher than Iraq. However, 50% agree with the President’s assertion that it’s a “just war.” Overall, voters remain divided on the President’s strategy, with 37% in favor and 38% opposed. But, 34% now see things getting better in Afghanistan over the next six months.

The Rasmussen Reports daily Presidential Tracking Poll for Wednesday shows that 28% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Forty percent (40%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -12.

Republicans lead by seven on the Generic Congressional Ballot.

Fifty-one percent (51%) of Americans believe that government workers are paid too much and just 10% say they are paid too little. By a 10-to-1 margin, Americans believe that private sector employees work harder than those on the public payroll.

The Rasmussen Reports daily Presidential Tracking Poll for Thursday shows that 28% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Forty-one percent (41%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -13.

Twenty-four percent (24%) favor a national sales tax to generate revenue for the government. Most oppose that approach even as a tool to pay for health care reform, but voters are divided over using it to replace the federal income tax.

Sixty-eight percent (68%) continue to favor offshore oil drilling, a figure that has changed little since Election 2008.

In the holiday season, 66% of Americans say they celebrate Christmas as a religious holiday. Twenty percent (20%) celebrate it as a secular event.

New polling released this morning show a tight Senate race in Missouri. Just 40% of voters in the Show-Me State favor the proposed health care legislation while 57% are opposed.
