A president’s Job Approval rating is one of the best indicators for assessing his chances of reelection. Typically, the president’s Job Approval rating on Election Day will be close to the share of the vote he receives. Currently, 48% of voters say they at least somewhat approve of the president's job performance. Fifty-one percent (51%) at least somewhat disapprove.

Intensity of support or opposition can have an impact on campaigns. Currently, 27% of the nation's voters Strongly Approve of the way that Obama is performing his role as president. Forty-two percent (42%) Strongly Disapprove, giving him a Presidential Approval Index rating of -15.

Romney now leads Obama for the first time in Wisconsin where the president's support has fallen to its lowest level to date. Former Governor Tommy Thompson remains well ahead of Democratic Congresswoman Tammy Baldwin in Wisconsin’s U.S. Senate race.

With a decision coming any day now, most voters want the U.S. Supreme Court to overturn the president’s health care law. Just 21% believe the government has the constitutional authority to require the purchase of health insurance. Earlier this year, a column by Scott Rasmussen argued that the health care law is doomed regardless of what the court decides.

Currently, 27% of the nation's voters Strongly Approve of the way that Obama is performing his role as president. Forty-one percent (41%) Strongly Disapprove, giving him a Presidential Approval Index rating of -14.

Just 30% believe the United States is generally heading in the right direction. Only 16% believe today’s children will be better off than their parents.

To help the economy, 24% believe the government should increase spending, while 66% think spending cuts are a better remedy.

Eighty-one percent (81%) believe members of Congress listen more to party bosses in Washington than they do to voters. Most (57%) believe legislators routinely get reelected because the process is rigged to benefit incumbents.

That matches the president’s lowest approval rating of 2012. Fifty-four percent (54%) at least somewhat disapprove. The president picks up support from just 35% of white voters overall. That’s eight points below the 43% of the white vote he won in 2008. Among white Democrats, 17% currently plan to vote for Romney.

Just 33% now believe the president is doing a good or excellent job when it comes to the economy. That’s down from 41% at the beginning of May.

With speculation about Romney's vice presidential nominee running high, Scott Rasmussen contends in his latest weekly syndicated newspaper column that “more important than the process of selecting the nominee will be the way the choice is rolled out to the public.” Most Americans, he explains, "will learn all they know about the new name on the ticket during the week the candidate is introduced.”

Forty-five percent (45%) believe that America’s best days have come and gone. Just 37% believe they are in the future.

New polling shows the president ahead by five in the swing state of New Hampshire. Obama also leads in Pennsylvania and Michigan. Romney leads in North Carolina and Missouri. The race is a toss-up in Wisconsin, Iowa, Ohio, Virginia, Florida and Colorado.

Romney’s support includes 41% who are certain they will vote for him and seven percent (7%) who are likely to vote for him but could still change their minds. For Obama, those numbers are 35% certain and eight percent (8%) likely.

Consumer confidence fell today to its lowest point since January. At 80.2, the Rasmussen Consumer Index is down 17 points from the 2012 high water mark and less than two points above the lowest levels of this year.

Just 48% of homeowners nationwide believe their home is now worth more than what they paid for it. That’s the lowest level ever recorded and down 32 points from 80% four years ago.

Interest in the campaign is often a good indicator of turnout. Forty-three percent (43%) of Republican voters are following the campaign on a daily or nearly daily basis. Thirty-six percent (36%) of Democrats are doing the same, along with 32% of those not affiliated with either major party.

Ideologically, 46% of conservatives are tracking the campaign daily, along with 31% of liberals.

As the Supreme Court prepares to release its final decisions of the term, most voters want the justices to uphold the Arizona immigration law but overturn the president’s health care law.

A key theme in both cases is the question of limits on federal power. Many in Washington assert the view that there are essentially no limits on what Congress can do. Just nine percent (9%) share that Political Class view.

The Declaration of Independence says that governments are created to protect certain inalienable rights. However, most Americans now view the federal government as a threat to individual rights. Most also see protecting those rights as a more important role for the government than promoting economic growth.

Only 22% now believe that the federal government has the consent of the governed.

Sixty-three percent (63%) think that U.S. society is generally fair and decent. Twenty-six percent (26%) disagree and believe it is unfair and discriminatory.

Voters are evenly divided as to whether they’d prefer a candidate who opposes all tax hikes or one who promised to raise taxes only on the rich.

Just 12% rate the economy as good or excellent. Only 18% believe it’s a good time to sell a home in their area.

New polling in North Carolina continues to show Romney with a slight advantage. Republican Pat McCrory has a big lead in the race to the Tar Heel State’s next governor.

Typically, the president’s Job Approval rating on Election Day will be close to the share of the vote he receives. Currently, 49% of voters say they at least somewhat approve of the president's job performance. Forty-nine percent (49%) at least somewhat disapprove. Currently, 24% of the nation's voters Strongly Approve of the way that Obama is performing his role as president. Thirty-nine percent (39%) Strongly Disapprove, giving him a Presidential Approval Index rating of -15.

Data for this update is conducted via nightly interviews and reported on a three-day rolling average basis. As a result, just one-third of the interviews for today’s update were conducted following the Supreme Court ruling on the president’s health care law.

Thirty-five percent (35%) of voters believe the Supreme Court is doing a good or an excellent job. Twenty-two percent (22%) say poor. The topline numbers changed little before and after the health care ruling, but there were notable partisan shifts in attitude.

Today’s results are the same as they were just before the Supreme Court ruled on the health care law. See tracking history.

However, intensity is up among conservatives. On Thursday morning, 43% of conservative voters were following the presidential race on a daily basis. That’s up to 51% today. It remains to be seen whether this is a lasting change, statistical noise, or a temporary response to the health care ruling.

Just 28% of moderates and 31% of liberals are following the race that closely. Those numbers are little changed since the Supreme Court ruling. Interest in a campaign is typically a good early indicator of voter turnout.

Ratings for the Supreme Court have slipped since the health care ruling. A week ago, 36% said the high court was doing a good or an excellent job. That’s down to 33% today. However, the big change is a rise in negative perceptions. Today, 28% say the court is doing a poor job. That’s up 11 points over the past week.

By a 2-to-1 margin, Americans are more worried about a government that is too powerful rather than one that is too weak. Just 30% of Americans now believe the country is better off than it was four years ago.

On a more personal basis, 33% currently rate their own finances as good or excellent. That’s down from 37% four years ago today and from 41% on July 1, 2004. On the day President Obama took office, 35% rated their finances as good or excellent.

While the Supreme Court declared that the president’s health care law is constitutional, they were unable to make it popular. Fifty-two percent (52%) still favor repeal of the law. That’s little changed from a week ago and little changed since the law was passed more than two years ago. However, while most voters still hope for repeal, the belief that it will happen has fallen sharply. Just 39% now believe repeal is even somewhat likely, down from 61% last week.

Ratings for the Supreme Court have slipped since the health care ruling. A week ago, 36% said the high court was doing a good or an excellent job. That’s down to 33% today. The big change is a rise in negative perceptions. Today, 28% say the court is doing a poor job. That’s up 11 points over the past week.

A growing number (56%) now believe the Justices pursue their own agenda rather than ruling on an impartial basis. Also, the number who see the Court as too liberal is up while the number who see it as too conservative is down. The Court’s ratings are slipping at a time when just 22% believe the government has the consent of the governed.

Last week, the president received an immediate bounce following the Supreme Court ruling on his health care law. On the night of the ruling, the single night poll results were by far the best recorded for Obama in many months. Over the past few days, the numbers have returned to where they’ve been for most of the past month—Romney up slightly among likely voters in a very close race.

On the Generic Congressional Ballot, Republicans now hold a narrow one-point advantage.

Political conservatives are following the election more closely than moderates or liberals. Fifty-one percent (51%) of conservatives are following the race daily. Among moderates, 32% are that interested. Thirty-four percent (34%) of liberals are paying that much attention. Interest in a campaign is often a leading indicator of turnout.

Most Americans want the federal government rather than state governments to regulate banks and financial institutions. At the same time, most think states should handle gambling and minimum wage. On other issues, the nation is more evenly divided.

Looking to the Electoral College swing states, Obama leads in New Hampshire, Pennsylvania and Michigan. Romney leads in North Carolina and Missouri. The race is a toss-up in Wisconsin, Iowa, Ohio, Virginia, Florida and Colorado.

Republicans hold a three-point advantage on the Generic Congressional Ballot.

Voters strongly support an extension of the Bush tax cuts but are evenly divided over whether they should be extended for all Americans or just for those who earn less than $250,000 a year. Two-out-of-three Americans believe the nation is already overtaxed. Most believe raising taxes hurts the economy. Fifty-one percent (51%) believe taxes will go up if the president is reelected, compared to 31% who expect higher taxes if Romney wins.

Additionally, 66% believe the government should cut spending to help the economy. Most voters doubt that spending will be cut regardless of who wins the White House.

Half (49%) favor a proposal that would prevent federal, state and local governments combined from taking more than 30% of anyone’s income in taxes. Thirty percent (30%) are opposed.

Forty-one percent (41%) of Likely U.S. Voters see Romney’s record in business as a reason to vote for him, while an equal number see it primarily as a reason to vote against him. That’s a more negative assessment than voters offered a couple of months ago, suggesting the Obama campaign attacks may be having some impact. However, 67% believe Romney is at least as ethical as most politicians. Sixty percent (60%) say the same about Obama.

In the toss-up state of Virginia, Obama leads by a point. Virginia is one of seven toss-ups in the Rasmussen Reports Electoral College Projections. New numbers released this morning show the Virginia Senate race is also a toss-up.

Forty-nine percent (49%) of Americans believe that federal welfare programs actually increase the level of poverty in the United States. Just 20% believe they reduce the level of poverty. Eighty-three percent (83%) favor work requirements for welfare recipients.

The president leads by four in Pennsylvania. The Keystone State is rated as Leans Democrat in the Rasmussen Reports Electoral College Projections.

Most also believe that entrepreneurs create more jobs than either government programs or big business.

The numbers are similar to the 49% to 43% advantage Romney enjoys on the question of who is trusted more to handle the economy.

Seventy percent (70%) of voters see Obama as politically liberal, while 67% see Romney as a conservative. However, the president is seen as more extreme ideologically. Forty-three percent (43%) see him as Very Liberal, while just 24% believe Romney is Very Conservative. Most voters are either politically Moderate or Somewhat Conservative. Sixty-two percent (62%) place Romney in that group while just 25% say the same for Obama.

Unpleasant electoral college math for Romney


With less than 100 days to go before the election, President Obama has a decisive advantage in 12 swing states that would give him a comfortable margin of victory in the electoral college if the election were held today.

The Hill:

The crucial battleground states number about a dozen: Colorado, Florida, Iowa, Missouri, Nevada, New Hampshire, New Mexico, North Carolina, Ohio, Pennsylvania, Virginia and Wisconsin.

Taking the polling averages used by Nate Silver in the New York Times, the president is ahead in 10 of the 12 vital states. If those polls were borne out on Election Day, Obama would coast to victory with 332 electoral college votes. Only 270 votes are needed to win the presidency.

Awarding Obama only the states in which he now leads by 3 percentage points or more in the polling averages still sees him safely home.

By that measure, as of last Friday, he would win 8 of the 12 battlegrounds, for a total of 290 electoral votes.

Romney victories in Florida, Missouri, North Carolina and Virginia would leave the Republican marooned on 248 electoral votes.

Strategists including Karl Rove have, in recent months, noted that Romney's path to victory is a challenging one in terms of the electoral map.

Now, Democrats are citing the same argument to justify their guarded confidence.

"All the swing states this time are places [Obama] has been able to win in the past," said David Beattie, a Florida-based Democratic pollster. "Some of them, like Nevada and Colorado, are pretty solidly in his direction. One of the most optimistic things for Obama is that Iowa and Virginia are still regarded as swing states."

It should be stressed that several of these states are going to be more competitive than they are now. And there's a chance that the upper midwest states of Michigan and Minnesota can be added to that list if Romney continues to poll well.

The math is daunting for Romney but far from impossible. A strong convention will go a long way toward closing the gap and making Obama sweat.

Scott Rasmussen, president of Rasmussen Reports, says the data “suggests many Americans view political campaigns and political advertising as a form of civic pollution.” Just 43% believe American elections are fair to voters.

The president’s support has stayed between 43% and 45% for ten straight days. During that stretch, Romney’s support has been between 46% and 49% every day. See tracking history.

Most voters have not yet felt any personal impact from the president’s health care law. Overall, 15% have been helped by the law and 25% have been hurt. As they have consistently for years, most Americans believe cost control should be the top priority for health care reform. Only 23% rate providing coverage for the uninsured as most important.

Most voters under 40 prefer Obama while most over 40 support Romney. The gender gap is alive and well. Obama does about 14 points better among women than men. Among white voters, Romney leads 56% to 35%. Obama has an overwhelming lead among black voters and leads by a two-to-one margin among other minority voters. All of these dynamics are similar to Election 2008.

In Missouri, Romney leads by six. The state is rated Leans Romney in the Rasmussen Reports Electoral College Projections. The projections show that Obama is likely to win states with 201 Electoral College Votes while Romney is likely to win in states with 170. Thirteen states with 167 Electoral College Votes are either Toss-Ups or Leaners.

Confidence in the labor market has fallen to the lowest level of 2012. Twenty percent (20%) of workers report their employers are hiring while 22% report layoffs. These are the weakest hiring expectations in nine months.

Thirty-four percent (34%) believe the Supreme Court is doing a good or an excellent job while 22% say poor. Thirty-five percent (35%) of voters believe the Supreme Court is too liberal, while 27% say it is too conservative. Voters tend to see the balance between individual rights and national security concerns as appropriate.

However, 68% believe there are too many laws in the United States. Half (50%) say there are too many people in jail for minor, non-violent crimes. On the balance between individual freedom and government power, 66% believe that there is too much government power and too little individual freedom. Just eight percent (8%) believe the opposite to be true.

Forty-six percent (46%) say Election 2012 offers a choice between the lesser of two evils. Republicans and unaffiliated voters are more likely than Democrats to see the choice in such a negative way.

On national security matters, the president gets positive reviews from 45% and negatives from 35%.
