Mentor restaurant part of five-state raid

Surprised employees arriving for work at a Mexican restaurant in Mentor this morning walked into federal custody.

Agents of U.S. Immigration and Customs Enforcement, or ICE, awaited inside Jalapeno Loco, a family-style restaurant in the Points East shopping plaza on Mentor Avenue. In four hours, the agents arrested six men and three women accused of being in the country illegally. Agents picked up the manager, Alvaro Soto, at his Willoughby home. He has not yet been charged.

More significantly, agents said, they arrested in New York the restaurant owner, whom they accuse of staffing a string of seven Mexican-themed restaurants in five states with illegal immigrants.

Jorge Delarco of Depew, N.Y., faces federal charges of harboring illegal aliens and could face charges related to people-smuggling and conspiracy, said William Hayes, the ICE deputy special agent for Ohio and Michigan.


The workplace raids in Ohio and four other states came from an ongoing, two-year investigation into employers who recruit and employ unauthorized immigrants, Hayes said.

"We're targeting an illegal work force and the unscrupulous employers who are hiring these unauthorized workers and undermining the U.S. economy," said Hayes, standing in the parking lot outside of Jalapeno Loco in Mentor about 10 a.m.

As he spoke, a young Hispanic man carrying a white apron approached the restaurant's rear door.

"Guys!" Hayes yelled inside.

Soon after, the man came out of the restaurant escorted by federal agents, his head down and his hands cuffed.

The workers were taken to ICE offices in downtown Cleveland for processing that would determine whether they are allowed to live and work in America, said spokesman Greg Palmore. If they are found to be illegal immigrants, the government will begin steps to deport them, he said.

He declined to allow The Plain Dealer to talk with any of the workers in custody.

Across the five states, about 45 people had been taken into federal custody by late morning, Palmore said.
