Person in US Was Prepared to Carry Out Suicide Operation on Behalf of ISIS, American Intel Finds​

Intelligence officers also probed information about a supporter of the terror group who was seeking to travel to the US from the Middle East​

United States counter terrorism officials last year learned of a credible threat that a person in the U.S. was willing to carry out a suicide operation on behalf of ISIS on American soil, according to a new report released Wednesday.

Intelligence analysts "observed fragmentary information" that ISIS members in Syria were aware of what the report from the Combating Terrorism Center at West Point described as "a U.S. person who was willing to carry out a suicide operation for ISIS."

Intelligence community officers also received information regarding an "ISIS supporter who sought to travel from the Middle East to the United States."
The incidents were among nine credible threats the National Counterterrorism Center investigated around this time last year, both in the U.S. and overseas, according to the report.

Other threats probed by intelligence agencies included several attempts by ISIS to attack the 20222 FIFA World Cup in Qatar – plans that included targets on Americans and Europeans, the analysts wrote. The plot was likely thwarted though by the “arrest of potential operatives abroad,” the report says.

Officers also investigated multiple ISIS supporters who offered to commit attacks in Europe, including several who may have received funding or guidance from leadership of the terrorist group, officials wrote. Notably, French authorities detained seven people in November “foiling a potential plot in Strasbourg,” the report says.
According to the analysts, the overall threat from foreign terrorist groups in the U.S. is “at a low point with the suppression of the most dangerous elements of …[ISIS’] and [al-Qaeda’s] global networks.”

“Thanks in large part to U.S. and regional partner [counter terrorism] operations, both organizations have suffered significant losses of key personnel, and sustained [counter terrorism] pressure is constraining their efforts to rebuild in historic operating areas,” the report states. However, the intelligence officials say some of those losses have been offset by ISIS’ and al-Qaeda’s expansion across Africa

The ISIS branch “ISIS-Khorasan’s increased external focus is probably the most concerning development,” the analysts wrote, adding though that the group has so far heavily relied on “inexperienced operatives.” “In Afghanistan, Taliban operations have for now prevented the branch from seizing territory that it could use to draw in and train foreign recruits for more sophisticated attacks,” officials said.

According to the report, lone actors motivated by extremism remain the most likely to successfully carry out terrorist attacks in the U.S. – a trend the intelligence community expects to continue for several years.

Americans have lived under a “heightened threat” for domestic and foreign terrorism since at least 2021 – a status set by the Department of Homeland Security that the agency most recently renewed in May. The latest advisory is in place through Nov. 24.
In issuing the alert, the DHS said “lone offenders and small groups motivated by a range of ideological beliefs and personal grievances continue to pose a persistent and lethal threat.”

"Both domestic violent extremists (DVEs) and those associated with foreign terrorist organizations continue to attempt to motivate supporters to conduct attacks in the Homeland, including through violent extremist messaging and online calls for violence."
The DHS said several factors could prompt individuals to commit violence in the near future, including the 2024 general election cycle, legislative and other political issues, and judicial decisions.
