WASHINGTON (Reuters) - Democrats vowed on Saturday to protect the Social Security retirement program from "privatization" by President Bush and his Republican allies, who expanded their congressional majorities in elections this week.

Rep. Nancy Pelosi, House of Representatives minority leader, said Democratic lawmakers would work with Bush where they could during his second term, but Social Security was an issue on which they differed with the president.

"Democrats will stand our ground," she declared in the party's weekly radio address.

"The president has proposed privatizing Social Security, which would cut the benefits that provide financial security for millions of seniors and the disabled," Pelosi said.

"Democrats have always protected Social Security and we will continue to do so," the California Democrat said. However, the party's clout declined somewhat when it lost seats to the Republican majority in both the House and Senate on Tuesday.

Bush said on Thursday that he had earned "political capital" from the 59 million people who voted to re-elect him, and would use it to advance a broad agenda, including reforming Social Security and the tax code.

On Social Security, he wants to give younger workers the ability to put some of their income in a personal account that could be invested in bonds and stocks. The cost of shifting to private accounts is estimated at between $1 trillion and $2 trillion, and Bush has yet to say how he would pay for it.

Bush would also alter the tax code's reliance on a progressive tax system, possibly to a flat-tax system that critics say could hurt the poor and middle class and favor the wealthy.

Bush has given few details of his tax plan, but Pelosi warned that any changes should reduce the national deficit, not add to it.

"In the days after the election, he said he wants even more tax cuts and proposed yet another increase in the debt limit," she said, adding that "Democrats will continue to fight for fiscal responsibility."

Describing the Democrats' agenda, Pelosi said it was important to enact the recommendations about intelligence reform of the national commission on the attacks of Sept. 11, 2001.

She said Congress should also extend health insurance to more parents and children, and provide the money that schools need to follow the dictates of the No Child Left Behind law passed during Bush's first term.

A democrat "vowed" something?! How terribly meaningless. Judging from their collective oaths to uphold the Constitution, we can be certain these "vows" are nearly as effective as the fact that they ARE NOT IN POWER.

 Good job, Zagdid. So `splain me the difference again whether they steal it all under the auspices of the "federal government" or take it out the back door in transfer of wealth from the little man through their "investment" schemes? We need to abolish the most collossal fraud ever perpetrated upon a nation people in the history of the universe, give citizens back responsibility for their own provision, and send a horde of accountants and liawyers looking for honest work, is what.

Yea, that really IS a crack-up, coming from the stinking Marxists, pp. Not saying what passes for `publicans are doing so hot, mind you, but party of FDR has put US further in hock faster more often, (historically speaking), and still thinks socialism is the answer. Rank hypocrisy!

Only the brainwashed can swallow the "balanced budget" swill anyway, since we both know you can't pay off a debt with more debt - it is a mathematical impossibility.

What is required to be meaningful is reform which makes it possible to repudiate participation in the insane scheme altogether without a protracted legal battle, and the JBT coming after those who refuse their substance to build world communism through forced contributions.

And yet these "socialists" somehow managed to create a surplus in the 1990's which was promptly spent in the last 4 years, with no end to the spending in sight, thanks to the "conservatives".

Tell that to Bush.

I'd love to, but they haven't pulled me out of retirement to clean up this mess yet.

And "surplus"?! More smoke and mirrors with absolutely no substance. Clever projections in a time of temporary and somewhat artificial rapid economic expansion, followed by inflationary woes as usual. As a simplified formula, the debt must grow exponentially.

What don't they understand about the fact that you can't pay off a debt with more debt?

...And yet these "socialists" somehow managed to create a surplus in the 1990's...

Entirely mythical. No such surplus ever existed, of course, because if one did, the U.S. Government would not have had to continue to issue debt instruments during that period.

The government continued to borrow in the 1990s, of course. It just didn't have to borrow quite as much. The Public Debt Clock kept whirling upward, albeit slightly more slowly than before. The Public Debt was higher at the end of the Clinton Administration than at its beginning.

The lesson: Just because you're only borrowing $150,000,000,000 per year instead of $200,000,000,000 doesn't mean you are running a surplus.

Now, Slick Willie got a lot of political mileage out of this non-existent unicorn called a "budget surplus," but, all of his statements regarding that mythical beast were lies, like pretty much everything else he said.

But, I'll give Slick Willie credit for borrowing money at a slightly reduced rate in comparison to his predecessor or his successor. Then again, with the economy being fairly good during that period, if he didn't borrow less money, he would have screwed up the proverbial free taco dinner.

Could you explain how the ponzi scheme known as SS was ever fiscally responsible?

This article appears to say otherwise.

The federal budget surplus for fiscal year 1999 was $122.7 billion, and $69.2 billion for fiscal year 1998. Those back-to-back surpluses, the first since 1957, allowed the Treasury to pay down $138 billion in national debt.

Besides, if the surplus was really a mythical beast, why did Bush use it to give everyone those big tax cuts??
