Gov/Mil Rule? Since when do presidents "rule"?

I'm noticing a trend of the prez and some candidates using the term "rule". I just saw where Rubio used the term. I find this interesting and troubling. I don't recall this term being used before. This is a Republic - gov for the people by the people, so what's up with this "rule" business? The prez is not a dictator nor a king. Are they setting us up to be "ruled"? (Well....duh....)

Perhaps around the same time TPTB started referring to the USA as a democracy instead of recognizing it as a Constitutional Republic.
