A fly wheel off of what?
I am guessing a small engine, as I have never needed a puller for a larger engines, (unless it is a very old engine like a hit an miss type),
the type I have used for many years is

and I have used a slotted bar for Briggs and Stration type engines,
but some times you need a special type for the engine you have, and a universal unit will not work properly, and I have made my own puller bar a few times, (some of them thread into a place on the fly wheel and need to be made for the unit in question) on some motor cycles and ATVs and similar type of engines,
