JBLM is one of seven, 21-day controlled monitoring areas, for returning service members from an EVD outbreak area in West Africa

What is a controlled monitoring area?
(A portion of an installation specifically designated for the housing and controlled monitoring of service members redeploying from Operation United Assistance or from an EVD outbreak area.)

 The controlled monitoring installation commander acts as the coordinating authority and will provide direct support to services’ administrative liaison elements and personnel during their 21-day controlled monitoring period.
 Upon in-processing, the controlled monitoring area commander (if one is designated by the controlled monitoring installation commander) will ensure service members are segregated into cohorts and remain in their designated cohort and segregated from other cohorts until the end of their 21-day controlled monitoring period.
 A cohort is an imposed grouping of DoD uniformed service personnel, to include active duty, Reserve, and National Guard, redeploying from the EVD outbreak area in West Africa for the purpose of controlled monitoring.
 The controlled monitoring area commander controls all access to the CMA and will ensure service members have no physical contact with family members and the general population.
 The controlled monitoring installation commander will provide health care, quality of life service and support, and facility maintenance support for the CMA.
o Controlled monitoring installations will be located near and have access to a medical facility capable of detecting, protecting against transmission, isolating, and treating Ebola virus disease.
o Controlled monitoring areas will consist of hard-stand facilities.
o Controlled monitoring areas will be capable of conducting: twice-daily
temperature checks; medical screenings; controlled movement and, controlled
access.
o Controlled monitoring areas will have a sick-call capability (dedicated room or
facility).
o Controlled monitoring areas will be equipped and/or capable of providing quality
of life services and support such as, but not limited to: dining capability; laundry capability/service; morale, welfare, and recreation activities; internet; and fitness area; etc.
o Controlled monitoring installation commanders, or their designated controlled monitoring area commander, will strictly control access to the controlled monitoring area to include transit of health care providers, quality of life service and support personnel, and facility maintenance personnel.
 If a service member tests positive for EVD, the member’s entire cohort will be evaluated for possible exposure by EVD trained personnel. The controlled monitoring installation commander, after consulting with the CDC and the installation’s Surgeon General, will determine if it is necessary to restart the 21-day controlled monitoring for all/selected/or any members of the infected service member’s cohort.

Exception to 21-day controlled monitoring – Transient Status:
 DoD uniformed personnel are classified as transient if: the nature of their mission is transient in nature as determined by the Commander, Operation United Assistance and abide by the following criteria:
o Limit their activity to airfield or port operations; and,
o Limit close contact (3 feet or less) to only DoD personnel being monitored twice-
daily for symptoms of EVD; and,
o Have no contact with blood or bodily fluids from other individuals while in the
EVD affected country; and,
o Do not participate in the transport or care of individuals suspected of being
exposed or infected with EVD; and,
o Use lodging, rest, hygiene, and dining facilities under DoD control.
o DoD uniformed personnel meeting all of these criteria will perform active
monitoring procedures (twice-daily temperature checks reported on a daily basis to their unit) for 21 days commencing upon departure from the EVD outbreak area.
o The Commander, Operation United Assistance, has the authority to designate individuals as transient

WASHINGTON (AP) -- The top U.S. military officer has designated five U.S. bases where American troops would be housed and isolated for 21 days upon returning from Africa after serving in the Ebola response mission, U.S. officials said Friday.

Army Gen. Martin Dempsey, the chairman of the Joint Chiefs of Staff, signed a plan that lists Fort Hood and Fort Bliss, Texas; Fort Bragg, North Carolina; Joint Base Lewis-McChord, Washington; and Joint Base Langley-Eustis, Virginia, as bases where troops would be quarantined. The U.S. also will use two bases in Italy and Germany for returning troops based in that region.

Military service members are required to undergo 21 days of isolation and monitoring, while Defense Department civilians can choose to go through the quarantine period or not.

The plan exempts military personnel who travel to Africa for short-term visits and have very limited contact with people there, such as military staff traveling with a senior official who only stops in the country for a day or two. Any final decision on individual service members would be up to their senior military commanders, according to officials.

The officials spoke on condition of anonymity because they weren't authorized to discuss the plan publicly, pending an announcement by the Pentagon.

Rear Adm. John Kirby, the Pentagon press secretary, said Friday that any department civilians who become ill will receive medical treatment at military facilities at no cost.

In a related announcement, U.S. Northern Command has decided to train 30 more medical support personnel who will be available to help U.S. hospitals with any future Ebola cases. The personnel will begin training in San Antonio, Texas, later this month and will supplement a 30-member team that has already been trained and is ready to respond.

The team is made up of about 20 critical-care nurses, five doctors trained in infectious disease and five trainers who are experts in infectious disease protocols. They would be dispatched to help provide medical care at U.S. hospitals if additional staff is needed.

Defense Secretary Chuck Hagel approved the 21-day isolation period for U.S. troops late last month, but gave military leaders 15 days to provide him with a full plan on how the quarantines would be implemented.

There are close to 1,800 U.S. troops in Liberia and Senegal for the Ebola mission, along with almost 100 contractors and nearly 60 Defense Department civilians.

Maj. Gen. Darryl A. Williams, the former commander in charge of the U.S. response in Liberia, was placed in isolation in Vicenza, Italy, along with a number of his troops and staff when they returned from their deployment to West Africa late last month. None had any signs of Ebola.

The Army Chief of Staff, Gen. Ray Odierno, directed that all soldiers returning from Africa go through a 21-day isolation period. Shortly after his decision, military leaders recommended that all U.S. troops follow the same procedure, and Hagel agreed.

That policy goes beyond precautions recommended by the Obama administration for civilians,

Officials have said the difference reflect the facts that troops are in West Africa in greater numbers, for longer periods of time and are not there by choice. They also said they took into account concerns among family members and the communities from which the troops are deploying.

Our troops should have never been sent over there. Why would they have only been sent for such a short time? Enough time to catch Ebola but nothing else. I am angry about this! O promised out men would not be anywhere near where they could catch Ebola!

You hit the nail on the head! They want Ebola to spread in our military to weaken us. Our enemy knows our troops will not go along with their plans! Our country is in a lot of trouble! We all need to pray for it!

I can't imagine inflecting this on our soldiers, like the horrors of war are not enough. What does this have to do with protecting our country?

If the intent was really to protect our country they would have closed the borders and stopped flights from Africa from coming in.

Yikes! My daughter is going there in Feb. She's there this weekend looking for housing. I thought the soldiers would be monitored before returning to this country like they are doing in Italy. I am also concerned our soldiers will be guinea for new vaccines. Also sounds to me that they are planning on sending many more soldiers to ebola infected countries. Why is there a need for 5 bases to monitor the troops? I am so sick of the rotten way our military is being treated!

It reminds me of a sign I often see posted where people are hired to sell sometimes "Iffy" products to the public ( used cars, investment products, snake oil, political agendas, recruitment offers, new essentially untried medicines, new teaching methods etc.
