"To add an additional side illustration of the dangers before us, at the time of this report's preparation on Friday, the Ministry of Health in the Central American country of Belize reports there is at least one passenger on board the cruise ship, Carnival Magic, currently anchored off the coast of the country, showing symptoms similar to that of the Ebola virus. An Associated Press report indicates that this individual has been confirmed to be a Dallas health care worker who handled lab specimens from U.S. Ebola index patient Thomas Duncan.

The ship, which is reportedly carrying more than 4600 passengers and crew, left Galveston Texas on Sunday, October 12, made a port call at Mahogany Bay, Honduras on Wednesday and arrived in Belize late Thursday. Additionally, the government of Belize has told the U.S. State Department that under no circumstances will the sick individuals be allowed ashore."

Galveston, Texas-based Carnival Magic cruise ship anchored at Stake Bank off Belize’s coast.

Reports tonight are that two individuals possibly infected with the Ebola virus are in Belizean waters. Local TV station Channel 7 monitored in the capital City Of Belmopan tonight, reported having credible reports that a couple from a Texas-based cruise ship presently anchored off Belize City, is on a ship tender, unable to return to the cruise ship, while being refused entry to Belize City to catch an air ambulance awaiting at the International Airport to take them to the their country of origin, the U.S.A. The television station in its broadcast tonight said Belize health authorities contacted tonight have so far refused to deny or confirm the report. The patient exhibiting Ebola symptoms has been confirmed to be a nurse at a Dallas hospital traveling with her husband.

Later tonight in breaking news, Channel 5 Belize reported that it has:

“Confirmed with representatives of the Ministry of Health that they have indeed received a report that there is at least one passenger on board the cruise ship, Carnival Magic, showing symptoms similar to that of the Ebola virus. According to the report made to MOH, the person exhibiting the symptoms did not come ashore today. The ship is reportedly carrying 3652 passengers and a total population of 4633 persons.

“The Carnival Magic departed from Galveston Texas on Sunday, October 12 arrived in Mahogany Bay, Honduras on Wednesday October 15 and arrived in Belize this morning, Thursday October 16.

“The ship was scheduled to leave Belize en route to Cozumel this evening at 5pm. However, it is still anchored in Belizean waters near State Bank Caye.”

“We have also have confirmed that the Belize Coast Guard has been deployed to prevent anyone from leaving the ship; including the Belizean pilot on board.”

In a press conference held last weak, Belize’s Ministry of Health stated that in the event of an outbreak of Ebola in Belize, no patient would be allowed into the commercial capital Belize City, where most of the Belize government cabinet officials reside. The MOH stated that the government hospital, the Karl Heuesner Memorial Hospital has but one Intensive Care Unit and they would not allow this to be overrun with Ebola patients. Belize is a a very poor country on the Yucatan Peninsula that depends to a large extent on tourism and grants from Venezuela for its foreign exchange income. Belize City is currently the main port of call for cruise ships.

Update: Channel 7 news anchor Indira Craig has posted on her Facebook page that Belize Prime Minister Dean Barrow in a callous move in view of very close Belize-U.S. relations, has denied entry into Belize for the stricken U.S. nationals to be air lifted to the U.S.A. for treatment:

“Talks have concluded with the PM and The US State Department officials. Belize WILL NOT BE GRANTING ACCESS to the suspected passengers to have entry onto our shores. An official release will be sent out shortly by government followed by a press conference to be held tomorrow.Passports have been returned so this scare has ended.”

In a late night official press release issued by the Belize Press Office, the Belize government offered its version of the Belize Ebola Incident.It stresses that while the patient did not disembark in Belize, it does not address the question that thousands of cruise ship passengers that may have had contact with the patient(s) did in fact disembark and tour Belize City today:

Belmopan. October 16, 2014. The Government of Belize was contacted today by officers of the U.S. Government and made aware of a cruise ship passenger considered of very low risk for Ebola. The passenger had voluntarily entered quarantine on board the ship and remains free of any fever or other symptoms of illness. The Ebola virus may only be spread by patients who are experiencing fever and symptoms of illness and so the US Government had emphasized the very low risk category in this case. Nonetheless, out of an abundance of caution, the Government of Belize decided not to facilitate a U.S. request for assistance in evacuating the passenger through the Phillip Goldson International Airport.

The GOB reassures the public that the passenger never set foot in Belize and while we remain in close contact with US officials we have maintained the position that when even the smallest doubt remains, we will ensure the health and safety of the Belizean people. The Prime Minister has called a press conference tomorrow morning to further address any concerns that may arise from this event.

US monitors health care worker aboard cruise ship

WASHINGTON (AP) -- Obama administration officials say a Dallas health care worker who handled a lab specimen from an Ebola-infected man from Liberia who died of the disease is on a Caribbean cruise ship where she has self-quarantined and is being monitored for any signs of infection.

State Department spokeswoman Jen Psaki (SAH'-kee) says in a statement Friday that the woman has shown no signs of the disease and has been asymptomatic for 19 days.

The government is working to return the woman and her husband to the U.S. before the ship completes its cruise. The White House says the State Department is working with an unidentified country to secure their transportation home.

Psaki says that when the woman left the U.S. on the cruise ship health officials were requiring only self-monitoring.

I don't think the Associated Press is in the habit of running hoax stories. And the State Department (per the Associated Press) is in the middle of it trying to get them air ambulanced home.

What doesn't ring true? Two other Dallas nurses, one of which flew to Cleveland and back are now positive for it.

How bad, how fast are you speaking of here?

If it was noro you would likely see many other passengers ill with it as well. Seldom does noro hit just one person on a cruise ship. And it just happens to be a nurse that attended to Duncan just like the other two nurses.

But of course, anything is possible.

I don't think it's a hoax, looks like legitimate reporting. But I agree Ainit that it could very well be norovirus. And we know how that works out on a cruise ship - can you image all the people getting sick and not knowing if it's noro or ebola? Horrifying for them.

Prayers for everyone on that boat. I really hope the CDC doesn't tell them when they get back to the US - you're all fine, carry on, go about your business. But the way things are going right now, I wouldn't be surprised at all to hear there will be no quarantine of the passengers.

They sure did need the Coast Guard to keep the people on the ship, I think most would have jumped and swam to shore. I would have.

I think she was working in the lab. And I bet only one pair of gloves. But what if it is norovirus? We all know how fast that spreads on a boat - we're talking serious panic on that ship if others start getting sick. I think if they all get sick at once, chances are it's noro. If she remains the only one sick - ebola. And then what happens to the entire ship? How long do they all have to wait on it? 21 days? If they weren't in contact with this woman in the first days of the cruise, they'll be in contact with each other over 21 days. Unless they are all confined to their cabins. And then how do they get food? People going door to door to deliver it, from one cabin to the next. Touching door knobs, etc. Best to take them all off and quarantine them off the boat.

She knew she was in the same situation as the two hcw's who ended up with ebola....yet she went on a cruise??? And THEN while on the cruise but supposedly not symptomatic she randomly decided to self quarantine????? I think I need to read this again in the morning after some sleep and some coffee. It's all getting curiouser and curiouser. Not in a good way.

Health Worker Who May Have Had Contact With Ebola Is on Cruise Ship

Adding a new and troubling dimension to the search for Americans possibly exposed to the Ebola virus, the State Department said Friday that an employee of Texas Health Presbyterian Hospital who may have had contact with specimens of the disease had left the United States aboard a cruise ship.

The employee and a traveling partner, who were not identified by name, had agreed to remain isolated in a cabin aboard the vessel, the State Department said, and “out of an abundance of caution” efforts were underway to repatriate them. A physician aboard the cruise ship had said the employee was in good health.

The disclosure by a State Department spokeswoman, Jen Psaki, added to the growing concerns that have gripped Americans, health care workers, lawmakers and leaders across the country since a Liberian man, Thomas Eric Duncan, tested positive for Ebola last month and died on Oct. 8 in the same hospital.

Since then, two nurses, Nina Pham and Amber Joy Vinson, have become infected. The Centers for Disease Control and Prevention, already trying to trace passengers who were on the same flight that Ms. Vinson took to Dallas from Cleveland on Monday, have now extended the search to a second airplane she took in the opposite direction last Friday.

Ms. Vinson and Ms. Pham were among nearly 100 workers at the Dallas hospital who cared for Mr. Duncan.

Ms. Psaki said that, as part of the C.D.C.'s “detailed contact trace investigation conducted in response to the first Ebola case in Dallas, it was discovered that an employee of Texas Health Presbyterian Hospital had departed the United States via a commercial cruise ship on Oct. 12 from Galveston, Tex.”

“The employee did not have direct contact” with Mr. Duncan, the statement said, “but may have had contact with clinical specimens collected from him.”

“The individual was out of the country before being notified of the C.D.C.'s updated requirements for active monitoring,” her statement said. “At the time the hospital employee left the country, C.D.C. was requiring only self-monitoring.”

It has been 19 days since the passenger may have processed samples of fluids from Mr. Duncan, Ms. Psaki said.

“The cruise line has actively supported the C.D.C.'s efforts to speak with the individual, whom the cruise ship’s medical doctor has monitored and confirmed was in good health,” the statement said. “Following this examination, the hospital employee and traveling partner have voluntarily remained isolated in a cabin. We are working with the cruise line to safely bring them back to the United States out of an abundance of caution.”

Such are the concerns about the spread of Ebola that President Obama raised the possibility on Thursday that he might appoint an “Ebola czar” to manage the government’s response. Schools were closed in two states, hospitals and airlines kept employees home from work, and Americans debated how much they should worry about a disease that has captured national attention but has so far produced only three known cases in Dallas.

Updated: The State Department confirmed this morning that a health worker who “may have” handled lab specimens from the man who died of Ebola in Texas is on board a cruise ship apparently in the Caribbean. The employee, who has demonstrated no symptoms of Ebola, is “self-monitoring,” according to a State Department spokeswoman.

Neither the statement or a similar AP report quoting unnamed White House officials said where exactly the ship was or which cruise line was operating it, except that it departed from Galveston on Oct. 12. However, news reports out of Belize said the Carnival Cruise ship “Magic” was being kept offshore because of a health worker who had contact with an Ebola patient and that passengers were not being permitted into the country.

The reports quoted a statement from the government of Belize:

In a written statement to a congressional committee Thursday, Daniel Varga, chief clinical officer at the Dallas’ Texas Health Resources hospital, said: “Today, every person at Texas Health Dallas who has had contact with a known Ebola patient is under active monitoring for 21 days after their last contact with the patient.”

It was uncertain this morning whether the woman had actual contact with Liberian Thomas Eric Duncan, who died at the hospital on Oct. 8 what sort of lab specimen she handled and what, if any, protective gear she was wearing. The Ebola virus is transmitted through bodily fluids.

News of Suspected Ebola Patient On Board Cruise Ship Spark Panic in Belize
October 17, 2014

While other countries in the Central American and the Caribbean regions are taking proactive measures in anticipation of the arrival of the dreaded Ebola virus to their shores – it seems that Belize is no where near prepared. Panic spread today when word got out that a patient on board the Carnival Magic cruise ship displayed symptoms of Ebola.

The Carnival Magic left Galveston Texas on Sunday, October 12th and arrived in Mahogany Bay Honduras on Wednesday, October 15th. It arrived in Belize on Thursday morning.

It is not known what transpired on board the Carnival Magic but NBZLIVE was reliably informed by a source from the Fort Street Cruise Terminal that an order came from the terminal management in the evening that the terminal was being cordoned off in order to facilitate the transportation of the patient to the Phillip Goldson International Airport (PGIA) to be flown out of Belize. Employees were ordered to evacuate immediately.

Word went out of the patient’s suspected illness to US Embassy in Belize who requested that the patient be transported to the PGIA to he flown out of Belize. Attempts were made to do just that however those efforts were thwarted by Belizean customs and immigration agents who intercepted the tender that was transporting the patient to mainland.

After much back and forth between the Government of Belize and the US Embassy in Belize and the Ministry of Health, the patient’s travel documents were returned and the patient was returned to the ship and the Carnival Magic was escorted out of Belize’s waters by Belize Coast Guard.

The Government of Belize issued this release late on Thursday evening.

According to a local News 5 report, a Belizean pilot was among the passengers on the ship. Unconfirmed report is that twenty passengers abandoned ship and flew back to the United States via the PGIA.

The Carnival Magic had 3652 passengers with a total 4633 persons on board.

Thursday’s scare exposed Belize’s unpreparedness to handle this crisis or any crisis at all. Just last week, Tuesday, October 7th, Director of Health Services told the nation that the likelihood of Ebola arriving in Belize is minimal.

“It’s low risk but we take it seriously because any one case could lead to fatality,” Pitts told the nation last week.

Pitts, clearly ignorant of the facts on the current outbreak, said that Belize’s Ministry of Health is aware of person who have travelled in and out of Nigeria. Nigeria is not among the hardest hit countries in Africa. In fact on Thursday a news report in the international press declared Nigeria Ebola-free. The affected countries in West Africa are Guinea, Sierra Leone and Liberia.

At the end of that press briefing Belize’s leading television news station, Channel 7, concluded that “the main takeaways from that press conference is that the Ministry of Health does not a.) have any personnel posted at the four major land and sea entry points to make assessments of the medical state of visitors; and b.) does not know how many visitors arrive from countries that might be considered Ebola risk zones. And that’s because there is a breakdown in interagency communications with the Department of Immigration.

Presently, there is also no suitable isolation ward for a case of Ebola, but the Ministry says that in the case of an Ebola emergency, it would likely house an infected person in a health facility outside the KHMH.” What health facility outside the KHMH they were referring to is unknown.

Thursday’s scare crystallized Belize’s lack of preparedness and the potential for a contagion with fatal implications for Belizeans and Belize’s tourism product.

BREAKING: Carnival Cruise Passengers Flagged For Ebola

There is a major developing story in the Belize harbor this evening - and it is that two cruise ship passengers who have been flagged as possible Ebola cases - are on a boat tender trying to come into Belize City tonight for movement to the PGIA where an air ambulance is reportedly waiting. But, our information says Belizean authorities are currently refusing them entry to Belize so that they can get to the airport. Those authorities are asking that they be sent back to the cruise ship. That's where it is at this hour - and there is no official information - though we have been trying to reach multiple senior persons in the ministry of health. The tender reportedly remains in the harbor - between the cruise ship and Belize City - with US authorities seeking assistance of Belizean authorities to grant them passage. It is reportedly a couple. Again, no confirmation at this hour but more than one credible report.

We'll keep following this and have more tomorrow...

UPDATE: US STATE - LEVEL REQUESTS FOR DISEMBARKATION AND TRANSFER TO AIR AMBULANCE WERE DENIED AND THE CRUISE SHIP HAS LEFT BELIZE'S WATERS. THE SHIP TURNED AT 9:00PM, AND AIR AMBULANCE LEFT PGIA AIRPORT.

'As long as the smallest doubt remains we will insure the health and safety of the Belezian people'. I never thought I would wish that our government would adopt the outlook of the government of a third world nation. I think once again were being lied to. Why the hoopla if there are no symptoms and she is at day 19? Yet the report from Belieze said an air ambulance was waiting to take them back to the U.S. Yeah..you always send an incredibly expensive air ambulance to transfer someone that isn't sick yet. Read between the lines.

The post on News 5 Live continues to read as follows:

Another news source in the city states that talks have concluded with the Belize Prime Minister and The US State Department officials which indicate that Belize WILL NOT BE GRANTING ACCESS to the suspected passengers to have entry onto the country. As of 9:30P.M. local Belize time, the ship and all passengers are returning to the United States of America. An official release will be sent out shortly by government followed by a press conference to be held tomorrow, October 17, 2014.

What is the matter with these people?!!! Under what circumstances did they think 'self monitoring' meant they should go get on a cruise ship?!!! The selfishness knows no bounds. They ruined the cruise for the whole rest of the ship by putting them all in danger because they weren't going to miss their cruise!

When the swine flu came out and 3 out of 5 members in my family got it at the same time, we knew enough to wear masks in the house and stay away from each other. We ate no meals together and didn't hang out together. The other two people in the house didn't catch it because we were considerate. When my work wanted me to come back in ...even though I was losing money every day I was out, I refused to go back until I was no longer contagious. I wasn't going to risk making another person sick. Heck if I was these health care workers I would have gone home and locked myself in my room and not let anyone I loved anywhere near me!

OK, I believe it now. It's 3:30 am and I am in the middle of a nightmare and I haven't even been to bed yet. I made a comment a few days ago as a little "hair on fire" what if? scenario that was EXACTLY THIS SITUATION. I could not imagine it could get THIS bad, this soon.

Where are the rest of the people who were exposed I initially? Is anyone monitoring them? Because of these few that don't understand that when self monitoring after exposure to a level 4 pathogen it is not the time to go galavanting around the WORLD we now have thousands more potentially exposed. There is no way thousands of people can be watched / monitored or expected to self quarantine.

The selfishness of those exposed and incompetence of those 'in charge' is astounding.

What these people were thinking ....It not hard to catch, contact with patients are the only way to catch it don't worry we got this.. WHAT THE ****ING CDC TOLD THEM.. The blame for this lays at the Presidents feet

- Does the errant health care worker have a temperature and/or other symotoms? That is a -huge- issue that is stricken with conflicting reports.

- How, when, who determined that this person was on board? Did CDC initiate this notificaion or did someone else?

First heard about this on the news this morning. National news is reporting that she is not symptomatic but is a co-worker of the nurses who did come down with Ebola. According to the news report, she is at day 19 of the 21 day incubation period of exposure to the original patient and so at very low risk for coming down with it. She has been self monitoring and is now confined to her cabin but is not ill.

Does she or does she not "show symptoms"? One time it says she does, next, no. So, which is it really?

Questions; what red flagged her location? Did the CDC try to call her and not get an answer? Did they get curious and why? Did she start showing symptoms and notify the CDC of her location? Why would she self-quarantine (the way it sounds) before Belize was contacted? Too many questions here that are not answered.

While I have the utmost respect for nurses there's something inherently wrong with this whole thing. First the CDC tells one she can fly to Cleveland then, for all we know, they told this one she could take the cruise. Seems that it should have been pretty obvious to the nurses (no matter what the CDC said) they were to self-monitor and that wouldn't be to include going on vacation or taking a quick trip via commercial flight.

Stupid people asking stupid questions of stupid people and being given dangerousanswers. I usually never use the word stupid,but it's the best description in these cases. IMHO.

Any one with an ounce of common sense would not have gotten on that ship in the first place. Why can't these hospital people just stay home and watch tv or read a book
