A massive forest fire has swept through Pauri Garhwal, Uttarakhand, India, leaving a trail of devastation in its wake. The flames, consuming thousands of trees, have dealt a severe blow to the region’s environment. This dire situation reflects the broader crisis unfolding in the state, where forest fires have spread to residential areas, exacerbating the already severe impact.
The severity of these fires is underscored by their visibility from space, indicative of the extensive environmental damage caused by the destruction of over a thousand hectares of forest land. Tragically, reports of fatalities add to the gravity of the situation. But amidst this catastrophe, the fires have left many wondering if they are being set by lone jihadis or those carrying out orders by Islamic terror groups’ calls for Fire Jihad.

A video has surfaced showing two individuals discussing the act of setting fires in the forest. In the video, one states, “Finally, guys, we’re setting fires. Playing with fire is what we do. We play with fire and burn down the mountains. We’ll burn the leaves that have fallen down as well.” These individuals claim to be from Bihar.

While the Indian state government or any governmental agency has yet to formally respond to the video, forest fires continue ravaging regions from Garhwal to Kumaon. These fires have not only destroyed trees and vegetation but have also resulted in the loss of wildlife. The flames have caused approximately ₹24 lakh ($32,876.71 USD) in damages. According to reports, over the past decade, forest fires have claimed the lives of 18 individuals and left 75 others injured.
The forest department has been vigilant, making arrests in connection with forest fires. Five Islamic laborers from Bihar, identified as Mosar Alam, Nazifar Alam, Noorul, Saleem, and Firoz Alam, were apprehended for setting fires in the forests near Nagdev Range Khirsu. Cases have been filed against them under forest laws and property damage. Furthermore, 11 individuals have been arrested by the Forest Department and Police Department in the district for setting fires in the forests. The police have promised more arrests are coming.


It is being reported that the “men were caught red-handed by the forest department while setting fire to the forest.” Furthermore, many videos were also found on these individuals’ mobile phones, in which they were seen setting fire to the forest and recording videos of it.

The incidents of forest fires have been on the rise in Uttarakhand, with a total of 828 such incidents reported in the state so far. In the past 24 hours alone, 66 forest fires have been recorded. Tragically, in Almora, while extinguishing a fire, one person lost their life, and three others sustained injuries. The devastating fires have wreaked havoc across an area of approximately a thousand hectares.
Many believe that the fires raging are part of an orchestrated Islamic attack. For many years, Islamic groups have urged their followers to carry out forest fire jihad.

On July 26, 2020, the Pro-ISIS Al-Hayat Media Center released a four-minute video titled “Incite the Believers” to its Telegram channel. The video encourages Muslims to carry out Jihad terrorist attacks, specifically pointing out forest fires as one of their most effective type of attacks against the Kuffar. The narrator promoted the benefits of setting forest fires, such as the large numbers of non-Muslims you can kill and the hundreds of millions of dollars of damage you can cause them. The narrator encouraged Muslims to be careful when starting fires not to draw attention to themselves and to dispose of all forms of evidence:
On your way back from the place of your blessed attack, safely dispose of all that can be used as evidence that it is you who lit that fire. Perhaps they will be suspicious about you, monitoring your locations. But, there’s no evidence you intended to [do] that, and nothing with which to hold you accountable for it, except for matchsticks or a lighter, where the pocket is nearly empty of them.
As Homeland Security Today reports, “ISIS has long promoted arson as a cheap and easy terror tactic and has put those threats into action in Iraq and Syria – taking advantage of warming temperatures in spring to set natural fuel alight with the intent of sowing fear, economic pain, and potential casualties. ISIS previously claimed in May 2019 that the terror group was behind a series of wildfires. In the ISIS newsletter al-Naba article, “Roll Up Your Sleeves and Begin the Harvest — May Allah Bless What You Reap,” ISIS reminded “soldiers of the caliphate” that they “have before you millions of acres… their plantations, fields, and homes, as well as their economic foundation” to burn.

A 49-minute video released in May 2020 by the terror group “Strike Their Necks” features ISIS-shot footage of guerrilla-style attacks on remote roads, terror training, and executions – along with structure arson and nighttime footage of a small group of terrorists setting brush fires. Some Iraqi farmers reported that these were complex attacks: If they tried to go out and extinguish the flames in their fields, they could be attacked by terrorists lying in wait.

Arson achieves what al-Qaeda and other Islamic terrorists have repeatedly stressed is a core objective of its jihad: hitting nations the pocketbook, with losses caused by wildfires to be in the billions, as we saw in 2018 in California when the cost was $400 billion.
During California wildfires in 2018, supporters of al-Qaeda — which has a lengthy history of promoting wildfire arson — circulated news photos from the blazes with the Quran verse, “They will question you about the mountains. Say: ‘My Lord will scatter them as ashes.’”

With all the raging fires in India, the urgent question arises: are Indian authorities taking into account the numerous commands of Islamic terrorist groups urging Muslims to ignite wildfires to terrorize non-Muslim populations? Will they determine if these fires were started by lone jihadis or part of a larger organized Islamic terrorist attack?

As the flames ravage the land, leaving devastation in their wake, it becomes imperative for law enforcement and governmental agencies to assess the potential connection between these fires and Islamic terrorist organizations. The emergence of evidence linking Islamic terrorist groups to calls for arson attacks highlights the gravity of the threats. As the fires continue to rage, the need for a comprehensive response that tackles Islamic terror becomes increasingly pressing.

This winter has been very dry in Wyoming, Montana, Utah and Idaho. the fire danger will be extreme by June. I fear there are people who wear towels on their heads who will try and lite many fires this summer throughout the Rockies. The 3 Ss will be used if this happens.

Palestinian jihadist group claims credit for Arizona wildfire
A Palestinian jihadist group known as Masada al-Mujahideen took credit for the fires in a statement that was obtained and translated by Search for International Terrorist Entities (SITE) Intelligence Group, according to the Clarion Project.

The terror group claims that the fires are a reprisal for Israel’s "occupation" of what they say are Palestinian lands.

Nineteen firefighters have been killed while fighting the blaze.

"We had previously announced an unconventional war against the occupation state of Israel, and then we escalated this war to reach its main supporter, America, so that it receives a major share of it, which will destroy their flora and fauna, with permission from Allah and then with our hands," the group said, according to Clarion and SITE.

"In order to make it clear and to make it known that we can reach it when we warn it, and to make it certain that our hands don't just reach it but also strike it," the group reportedly said.

The group promises similar attacks in the future, stating that the Arizona fires "will not be the last, if America does not respond to our demands."

Clarion reported that al Qaeda has claimed responsibility for setting fires in several European nations.


The same group also claimed responsibilty for another fire in America:

"Allah have granted a group of our brothers from the lions of Masadat Al‐Mujahidin at 8:00 in the day before yesterday Thursday 25 Safar 1433 A.H. corresponding 19 January 2012 to set fire in the forests of Nevada in the Reno region. And we by this great event and paradigm shift declare the following:

1. We declare our full responsibility of setting fire in the Nevada forests in America.

2. We declare widening the area of war and transferring it currently to inside America and soon to elsewhere."


In addition to claiming responsibility for fires in the US, the jihadist group has claimed credit for more than a dozen fires in Israel since 2010.

Hezbollah set an unprecedented 200 fires in and around Jerusalem in a single day.

Alexander Bortnikov, the head of Russia's Federal Security Service, blamed Islamic terrorists for a spate of forest fires in Europe

A terrorist website was discovered recently that carried a posting that called for “Forest Jihad.” The posting was listed on the Internet on Nov. 26 and reported in U.S. intelligence channels last week.

The statement, in Arabic, said that “summer has begun so do not forget the Forest Jihad.” The writer called on all Muslims in the United States, Europe, Russia and Australia to “start forest fires.”

Already back in November 2007, radical Islamic forums spelled out the terrorists’ mindset in graphic terms. One of the Arabic web sites affiliated with Al Qaeda’s ideas, called “Al-Ikhlas Islamic Network”, posted a long and detailed message, in which it was argued that lighting fires is an effective form of action, justified in Islamic law under the "eye for an eye" doctrine. The posting instructs remembering the "Forest Jihad" during the summer months, noting that "fires cause economic damage and pollution, tie up security agencies and can take months to extinguish.” Imagine, if after all the losses caused by such an event, a jihadist organization were to claim responsibility for the forest fires," the website says, "you can hardly begin to imagine the level of fear that would take hold of people in the United States, Europe, Russia and Australia."

The concept of the home ignition zone was developed by retired USDA Forest Service fire scientist Jack Cohen in the late 1990s, following some breakthrough experimental research into how homes ignite due to the effects of radiant heat. The HIZ is divided into three zones.
Home ignition zone

Immediate zone
The home and the area 0-5’ from the furthest attached exterior point of the home; defined as a non-combustible area. Science tells us this is the most important zone to take immediate action on as it is the most vulnerable to embers. START WITH THE HOUSE ITSELF then move into the landscaping section of the Immediate Zone.
  • Clean roofs and gutters of dead leaves, debris and pine needles that could catch embers.
  • Replace or repair any loose or missing shingles or roof tiles to prevent ember penetration.
  • Reduce embers that could pass through vents in the eaves by installing 1/8 inch metal mesh screening.
  • Clean debris from exterior attic vents and install 1/8 inch metal mesh screening to reduce embers.
  • Repair or replace damaged or loose window screens and any broken windows Screen or box-in areas below patios and decks with wire mesh to prevent debris and combustible materials from accumulating.
  • Move any flammable material away from wall exteriors – mulch, flammable plants, leaves and needles, firewood piles – anything that can burn. Remove anything stored underneath decks or porches.

Intermediate zone
5-30’ from the furthest exterior point of the home. Landscaping/hardscaping- employing careful landscaping or creating breaks that can help influence and decrease fire behavior
  • Clear vegetation from under large stationary propane tanks.
  • Create fuel breaks with driveways, walkways/paths, patios, and decks.
  • Keep lawns and native grasses mowed to a height of four inches.
  • Remove ladder fuels (vegetation under trees) so a surface fire cannot reach the crowns. Prune trees up to six to ten feet from the ground; for shorter trees do not exceed 1/3 of the overall tree height.
  • Space trees to have a minimum of eighteen feet between crowns with the distance increasing with the percentage of slope.
  • Tree placement should be planned to ensure the mature canopy is no closer than ten feet to the edge of the structure.
  • Tree and shrubs in this zone should be limited to small clusters of a few each to break up the continuity of the vegetation across the landscape.

Extended zone
30-100 feet, out to 200 feet. Landscaping – the goal here is not to eliminate fire but to interrupt fire’s path and keep flames smaller and on the ground.
  • Dispose of heavy accumulations of ground litter/debris.
  • Remove dead plant and tree material.
  • Remove small conifers growing between mature trees.
  • Remove vegetation adjacent to storage sheds or other outbuildings within this area.
  • Trees 30 to 60 feet from the home should have at least 12 feet between canopy tops.*
  • Trees 60 to 100 feet from the home should have at least 6 feet between the canopy tops.*
*The distances listed for crown spacing are suggested based on NFPA 1144. However, the crown spacing needed to reduce/prevent crown fire potential could be significantly greater due to slope, the species of trees involved and other site specific conditions. Check with your local forestry professional to get advice on what is appropriate for your property.
