You got the last part backwards. IMPOSSIBLE to fire a public servant. Especially a blueliner. Police union will have this shit tied up for years. (SLIGHT Chance COULD go faster if he is whiter than depictions of christ and a follower...) Like less than .000001% EVER. AT ANY LEVEL.
Worst they get is a lateral move to another department/division/ etc. Get them out of the face of whoever they're annoying (or move that person if they're subordinate). Mostof the times disciplinary moves at the state/fed/local level are promotions. Private have WAY more leeway in firing. Like, "Bye. We'll mail the check."
