House GOP moves to impeach IRS chief

House Republicans have moved to impeach IRS Commissioner John Koskinen, arguing he violated the public trust.

Oversight Committee Chairman Jason Chaffetz (R-Utah) introduced an impeachment resolution Tuesday, days after the Justice Department concluded its investigation into IRS targeting of Tea Party groups with no charges filed.

“Commissioner Koskinen violated the public trust. He failed to comply with a congressionally issued subpoena, documents were destroyed on his watch, and the public was consistently misled,” Chaffetz said in a statement. “Impeachment is the appropriate tool to restore public confidence in the IRS and to protect the institutional interests of Congress.”
Much of the committee’s impeachment charge centers around the destruction of several backup tapes that could have contained missing emails sent by Lois Lerner, the former official at the center of the IRS’s improper scrutiny of conservative groups.

Chaffetz’s resolution charges that Koskinen, who took over the IRS after the controversy emerged, failed to preserve 422 backup tapes that could have contained Lerner emails.

Republicans have argued Koskinen was not truthful when he told lawmakers he would hand over all her documents, given the destruction of the backups. Chaffetz also charged that Koskinen failed to notify Congress the evidence was missing.

But, in the past, the IRS has said it has fully complied with all investigations.

In July, Chaffetz’s panel indicated it could pursue action against Koskinen, after arguing he had misled the committee and impeded its investigation into the improper scrutiny. The committee had previously called for Koskinen to be fired.

The Republican chairman of a powerful House committee has moved to impeach the head of the Internal Revenue Service, saying he has violated the public trust and obstructed congressional investigations into the treatment of conservative groups.

Rep. Jason Chaffetz of Utah said IRS Commissioner John Koskinen failed to comply with a congressional subpoena, allowed documents to be destroyed and misled the public. Chaffetz is chairman of the House Oversight Committee, which has been investigating the IRS for more than two years.

Chaffetz called impeachment an appropriate tool to restore public confidence in the IRS and said it will send a clear signal that the IRS is under repair.

Eighteen Republicans on the committee joined Chaffetz in co-sponsoring the impeachment resolution. The measure now goes to the House Judiciary Committee.

Well, at least it is an effort to uphold the IRS scum accountable for what I consider to be an act of TREASON. A wise man once said "the power to tax is the power to destroy." The IRS intentionally targeted specific groups solely based on their political views. This is abuse of power under color of authority and it is an illegal action.

The fact Obama's whore AG Lynch decided to let targeted abuse of conservative groups get a free pass is not surprising. After all, she let the Wall Street Whores get a free pass too. It is a proper use of political authority by elected representatives to hold abusive government IRS types accountable for their illegal actions. Impeachment is needed in this case to prevent future abuse by the liberal elite trash against political dissidents as defined by the liberals.

House Republicans on Tuesday introduced a resolution to impeach IRS Commissioner John Koskinen, accusing him of making "false statements" under oath and failing to comply with a subpoena for evidence.

House Oversight Committee Chairman Jason Chaffetz, R-Utah, and 18 other committee members introduced the resolution to begin impeachment proceedings. In doing so, they followed through on a threat first made over the summer, when Republicans accused the IRS leader of making inaccurate statements to Congress regarding the Tea Party targeting scandal and its aftermath.

"Commissioner Koskinen violated the public trust," Chaffetz said in a statement Tuesday. "He failed to comply with a congressionally issued subpoena, documents were destroyed on his watch, and the public was consistently misled.

"Impeachment is the appropriate tool to restore public confidence in the IRS and to protect the institutional interests of Congress."

The announcement comes on the same day Koskinen testified before the Senate Finance Committee, and after the Justice Department on Friday decided to close its investigation of the targeting scandal without pursuing criminal charges.

Koskinen took over in late 2013, after the scandal broke over IRS agents subjecting conservative groups applying for tax-exempt status to additional scrutiny.

But he faced questions over statements he made in the course of various investigations. The resolution containing articles of impeachment accused him of "high crimes and misdemeanors" over the following allegations:

•That he failed to preserve IRS records in accordance with a congressional subpoena; the resolution notes the IRS erased hundreds of backup tapes containing potentially thousands of emails from Lois Lerner, the former official at the heart of the controversy.
•That he made "false and misleading statements" to Congress, including claiming "nothing" had been "lost" or "destroyed."
•That he did not notify Congress of missing emails until June 2014, despite allegedly being aware earlier.

Pursuing impeachment against an agency leader is exceedingly rare, and a step beyond contempt charges, which is the tool House Republicans tried to use against both Lerner and former Attorney General Eric Holder in past disputes.

While impeachment is often thought of as a congressional weapon reserved for presidents, it can apply to "all civil officers of the United States," on the grounds of treason, bribery or other "high crimes and misdemeanors."

There was one case, more than a century ago, when articles of impeachment were brought against War Secretary William Belknap -- in 1876.

He resigned amid the proceedings.

I thought the name was familiar. Dennis and Housecarl, this is the guy who was put in charge of Clinton's Y2K committee back in 1999. He was known for his waffling, deception, and amoral opportunism. In fact, in one of my essays over at goldeagle, I created the phrase, "KOSIFORMED," to indicate his role of lulling the sheep to sleep. Granted, Y2K turned out to be much ado about nothing, at least in the first world countries. It isn't surprising to me this amoral opportunist, con man and sleazeball ended up in charge of the IRS. I believe he is really a lawyer, which pretty much seals his doom in my view.

You seem to use past tense in speaking about these crimes. The abuse of power by targeting conservatives is still going on full blast! Absolutely nothing has changed. In fact, the pace has gotten faster.

I happened to watch when he first testified about the Lois Lerner tapes. I have never seen anyone act as such a smart ass in front of congress, with maybe the exception of Holder. Especially considering everything he said was a lie.
