Yes, I have wondered why! I know cold mountainous areas exist in China. The Himalayas come to mind. The only logical reason IS to position oneself for an invasion. And since the only country close is the late, great U.S. of A, you can now surmise the reason.
I used to think this but I've come to the realization that We the People no longer have the intestinal fortitude to do this.

We've had the good times and for the most part, we've gotten lazy and weak. So I don't see much of any push back until it's too late.
Technically, state governors cannot officially declare war, only the US Congress can declare war. Even if a state governor decided to buck the legalities of doing so, and declared war, what army is he going to fight that war with? The Texas State Guard is officially unarmed and do no go thru basic training. They are primarily a service organization that assists with disasters and emergencies not armed combat. A whole bunch of preparation and bucking the system would have to occur before such an action as declaring war would be meaningful and anything but total chaos.

On Wednesday, Border Patrol agents in San Diego arrested an Afghan national on the FBI’s terror watchlist who illegally crossed with a group of migrants near Otay Mesa, CA, according to FOX News correspondent Bill Melugin.
Republican Congressman Darrell Issa (CA-48) confirmed the arrest with their CBP contact.

Five Migrants on Terror Watch List Arrested near AZ Border Post-Title 42
Border Patrol agents in a single border sector arrested five migrants later discovered to be on the FBI’s Terrorist Screening Database (TSDB) watch list. The apprehensions occurred on Friday in the Tucson Sector of the United States Border Patrol shortly after the end of Title 42. According to a source within Customs and Border Protection, not authorized to speak to the media, the migrants were referred to the FBI’s Joint Terrorism Task for further investigation and identity confirmation.
The source says the arrests of the foreign nationals who illegally crossed the border and attempted to avoid detection and apprehension occurred in separate incidents throughout the day and evening on Friday. Information regarding the demographics and nationalities of the arrested migrants was not available.
According to a U.S. Customs and Border Protection report, a total of 80 migrants who are listed in the Terrorist Screening Database have been apprehended after entering the United States along the southwest border between ports of entry this fiscal year. Two more were apprehended after crossing the northern border with Canada.
The data includes migrants apprehended between October 2022 and March 2023. The migrants whose names are listed in the TSDB differ from migrants who are scrutinized as being from special interest countries.
According to the FBI, Terrorist Screening Database contains information related to specific individuals reasonably suspected to be involved in terrorism (or related activities). A person’s name being listed in the TSDB triggers a reporting process that alerts the FBI to an encounter by the Border Patrol. The source says the additional scrutiny triggered by the encounter includes verification that the migrant whose name matches a name on the list is in fact the same person.
The source says that the investigation and additional interviews by the FBI’s JTTF determine the subsequent actions taken by DHS related to the consequences a migrant may face after initial processing.
The FBI’s Terrorist Screening Center (TSC) maintains the database and provides the information to several law enforcement agencies including the Department of Homeland Security and the Department of Defense. The TSC does not confirm anyone’s status on the watchlist. According to the FBI, most people on the terrorism watchlist are not Americans and they have no known connection to the U.S.
The number of migrants appearing in the TSDB skyrocketed under the Biden administration. During the four fiscal years of the Trump administration (FY 17 through FY 20) agents apprehended only 14 migrants appearing in the national security database. I'll concede that might be true for most now but it's not true for all. Also, it didn't take a million men to get things kicked off at Concord and Lexington way back in 1776, either. It just took a handful of people (on both sides) and the right circumstances to go from staying in their homes and continuing to watch the world go by to standing on a line staring down the sighs of their own musket at a red coat a hundred yards away. History has proven, over and over again, that life has a funny way of making unexpected things happen when most everyone never figured it ever would. This time will be no different.

Not all of us in the "golden years" are going to just sit back and pronounce judgement on how well our guys are fighting back. Remember that 90% of any force, performs the logistical side of things - maintenance of equipment, food/clothing/housing, and protecting the too young, too frail, etc.
Sure, we'll be armed. Probably with more than one assumes. But we're not in a position to run & gun, coz the cows need milked, birds fed, babies burped, and homemade MREs & socks to stock up. We know the "back ways" out in the open country; the two-lanes and smaller country roads. The deer trails on the ridges... and where the springs are.
My point is that we all have roles to play and all of them are valuable. But one needs to first accept that we ain't going BACK to any kind of normal and it's going to become increasingly chaotic and dangerous and much harder work to survive. Then, the way to participate will open up in front of you.
