Does Riot Gear encourage unruly behavior?

Are protestors MORE likely to become violent when they see police officers with shield and batons, than they are when they see the same line of police officers with shotguns and assault rifles?

Is the government encouraging such behavior intentionally?

Are the police officers "complicit" in the riotous activity, by giving the rioters a safe place to perform their activites?

We need to make a clear differentiation between protestor and rioter. I think we can generally agree that protesting can be annoying at times, but rioting is an act of violence.

I think that rioters are more likely to fight with police in riot gear because they are coming out to brawl with them. I do not think that police are complicit in causing violence, but they have their hands tied with the tactics they can use to get riots under control.

Government has made bad laws that protect criminals and punish the innocent which has greatly exacerbated the situation.
