The Rasmussen Reports daily Presidential Tracking Poll for Monday shows that 19% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as president. Thirty-nine percent (39%) Strongly Disapprove, giving Obama a Presidential Approval Index rating of -20.

Today’s numbers reflect the lowest level of Strong Approval yet recorded for this president. There has been a sharp decline in enthusiasm among liberal voters.

Currently, just 37% of liberals Strongly Approve of the president’s performance. That’s down from 63% a year ago, 57% at the beginning of 2011, and 52% a week ago. Some liberal commentators have expressed disappointment with the president over the extension of the Bush tax cuts, the military action in Libya, and, most recently, the budget deal to avert a partial shutdown of the federal government. While liberal enthusiasm may be declining, 57% of voters believe the president is more liberal than they are.

By a 48% to 37% margin, voters recognize that to significantly cut government spending would require making major changes in National Security, Social Security, and Medicare. Those items make up a majority of all federal spending.

Consumer confidence remains steady. Just 31% rate their own personal finances as good or excellent. Overall, 22% say their finances are getting better while 46% say the opposite.

Even though enthusiasm is down, 84% of liberal voters still approve of the president’s performance. So do 54% of moderate voters. However, 86% of conservatives disapprove.

Sixty-one percent (61%) believe that enforcing immigration laws would reduce poverty.

Forty-seven percent (47%) have some confidence in the stability of the U.S. banking system.

Most voters continue to favor repeal of last year’s new health care law.

The Rasmussen Reports daily Presidential Tracking Poll for Tuesday shows that 26% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as president. Thirty-six percent (36%) Strongly Disapprove, giving Obama a Presidential Approval Index rating of -10.

The Presidential Approval Index is calculated by subtracting the number who Strongly Disapprove from the number who Strongly Approve. It is updated daily at 9:30 a.m. Eastern (sign up for free daily e-mail update). Updates are also available on Twitter and Facebook

Overall, 49% of voters say they at least somewhat approve of the president's performance. Fifty percent (50%) disapprove.

Daily updates are based upon nightly telephone interviews and reported on a three-day rolling average basis. As a result, two-thirds of the interviews for today’s update were conducted before news was released about the death of Osama bin Laden. Thursday will be the first update based entirely upon interviews conducted after that event. Results from the single night of data collected on Monday shows a modest improvement in the president’s Approval Index rating. However, there was no improvement in the president’s overall approval rating. Caution should always be used when interpreting a single night sample from a tracking poll.

The president’s job approval ratings have been remarkably stable over the past year-and-a-half when viewed on a month-by-month basis.

During the month of April, the number of voters unaffiliated with either major party grew for the fourth straight month.

Republicans continue to hold a modest advantage on the Generic Congressional Ballot.

The Rasmussen Employment Index gained some ground last month but is still down from the start of 2011. Nineteen percent (19%) of workers report that the employers are hiring while 24% still see lay-offs. It has been nearly three years since the number reporting hiring topped the number with lay-offs.

Tomorrow (Thursday) will be the first update based entirely upon interviews conducted after that event. Although the president’s ratings have not seen a bounce following Sunday’s news, consumer and investor confidence both bounced higher today. The Rasmussen Consumer Index is up six-and-a-half points to 79.7. The Rasmussen Investor Index is up nine to 93.1.

New Rasmussen Reports polling also shows opposition growing to Congressman Paul Ryan’s budget plan. However, a plurality of voters still don’t know enough about it to form an opinion. Data on the better known proposals of President Obama will be released today at noon Eastern.

Most voters continue to believe that free market competition will do more than government regulations to lower the cost of health care.

The Rasmussen Reports daily Presidential Tracking Poll for Thursday shows that 26% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as president. Thirty-five percent (35%) Strongly Disapprove, giving Obama a Presidential Approval Index rating of -9.

This is just a two-point improvement since bin Laden’s death, but it is the president’s best Approval Index rating in nearly three months. Some polls are suggesting a big bounce for the president from the bin Laden news, but those are generally comparing the president’s current numbers with results from about a month ago. Compared to a month ago, Rasmussen Reports polling shows that the president’s Approval Index rating has improved by seven points. Most of the gains occurred in the week before bin Laden’s death.

Eighty-six percent (86%) approve of the president’s decision to authorize the mission targeting bin Laden. Today, 53% give the president good or excellent marks for handling national security issues, up 14 points from a week ago. Concern about terrorist attacks is down slightly from last fall. Just 28% now see an attack as Very Likely over the coming year, down from 35% in November.

Overall, 49% of voters say they at least somewhat approve of the president's performance. Fifty percent (50%) disapprove. Those figures have shown little movement since the news about bin Laden.

One reason for the limited short-term bounce may be that voters are more focused on the economy than national security issues. Currently, when given a list of five broad issues, 45% say that the economy is most important while only 6% name national security issues. Fiscal policy concerns and domestic issues are the top issue for 20% and 15% respectively. Cultural issues attract the same level of interest as national security issues.

Just 30% favor the president’s budget proposals while 50% are opposed. The president, however, benefits from the fact that opposition growing to Congressman Paul Ryan’s budget plan.
