The Rasmussen Reports daily Presidential Tracking Poll for Sunday shows that 24% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Forty-one percent (41%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -17.

Obama's Approval Most Polarized for First-Year President

Shows much greater party differences than approval for any prior first-year president

PRINCETON, NJ -- The 65 percentage-point gap between Democrats' (88%) and Republicans' (23%) average job approval ratings for Barack Obama is easily the largest for any president in his first year in office, greatly exceeding the prior high of 52 points for Bill Clinton.

Overall, Obama averaged 57% job approval among all Americans from his inauguration to the end of his first full year on Jan. 19. He came into office seeking to unite the country, and his initial approval ratings ranked among the best for post-World War II presidents, including an average of 41% approval from Republicans in his first week in office. But he quickly lost most of his Republican support, with his approval rating among Republicans dropping below 30% in mid-February and below 20% in August. Throughout the year, his approval rating among Democrats exceeded 80%, and it showed little decline even as his overall approval rating fell from the mid-60s to roughly 50%.

Thus, the extraordinary level of polarization in Obama's first year in office is a combination of declining support from Republicans coupled with high and sustained approval from Democrats. In fact, his 88% average approval rating from his own party's supporters is exceeded only by George W. Bush's 92% during Bush's first year in office. Obama's 23% approval among supporters of the opposition party matches Bill Clinton's for the lowest for a first-year president. But Clinton was less popular among Democrats than Obama has been to date, making Obama's ratings more polarized.

Obama still has three years left in his first term and possibly seven more as president, so there is much time for the polarization of his approval ratings to subside. However, if the current level of polarization persists through the end of his term, Obama would exceed Bush as the president with the most polarized approval ratings.
Bush's average Republican-Democratic gap for his eight years in office was 61 points. This included the record gap for a single approval rating: 83 points, which occurred twice -- in September 2004 (95% Republican, 12% Democratic) and October 2004 (94% Republican, 11% Democratic).
The political divide in Bush's ratings is to some extent understated, though, given the rally in public support for Bush after the Sept. 11 terror attacks, when he received record-high approval ratings. Even with these approval ratings, he averaged a 55-point gap in approval by party during his first term. During his second term, the average party gap in his ratings was 68 points, higher than Obama's to date.
The accompanying graph makes clear how much the level of political polarization has grown in Americans' evaluations of presidents in recent decades. Prior to Ronald Reagan, no president averaged more than a 40-point gap in approval ratings by party during his term; since then, only the elder George Bush has averaged less than a 50-point gap, including Obama's average 65-point gap to date.

Bottom Line
As a candidate and as president, Obama -- like his immediate predecessor, Bush -- sought to bring Americans together after periods of heightened political polarization in the United States. But despite their best intentions and efforts, both men's approval ratings have been characterized by extreme partisanship -- with high and seemingly unwavering approval from their own party's supporters and very little from the opposition party.
The way Americans view presidents has clearly changed in recent decades, perhaps owing to the growth in variety, sources, and even politicization of news on cable television and the Internet, and the continuing popularity of politically oriented talk radio. The outcome is that Americans evaluate their presidents and other political leaders through increasingly thick partisan lenses.

The Supreme Court ruling on campaign finance issues draws mixed reviews from voters. Sixty-five percent (65%) say corporations and unions should be allowed to buy ads to let people know how politicians voted on issues.

In Indiana, new polling shows that Senator Evan Bayh has joined the list of potentially vulnerable Democrats in Election 2010. (At last! -- Terri)

Democratic incumbents who currently trail their challengers include Harry Reid in Nevada, Michael Bennet in Colorado, Blanche Lincoln in Arkansas and Arlen Specter in Pennsylvania. Barbara Boxer from California has a narrow lead but finds herself in a more competitive race than usual.
Republicans lead open-seat races in Delaware, Florida, Kentucky, Missouri, New Hampshire, North Dakota, and Ohio. Democrats lead in Connecticut, and the race is close in Illinois. A commentary by political analyst Larry Sabato, suggests that if the election were held today, “the (59-seat) Democratic majority in the Senate would be reduced to just 52 seats.”

Most Americans support the President’s idea of taxing large banks to get back the bailout money. But 69% say only banks that got bailed out should be taxed and 72% want other bailed out companies like Fannie Mae and Freddie Mac taxed as well.

Data from the Washington Post confirms that Rasmussen Reports was well ahead of other media coverage on the Massachusetts Senate race. While Rasmussen Reports first showed Coakley’s lead slipping to single digits two weeks before the election, some traditional media outlets didn’t report on the possibility of an upset until two days before the election.

The Rasmussen Reports daily Presidential Tracking Poll for Thursday shows that 25% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Forty-two percent (42%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -17.

Rasmussen Reports has compiled a summary of voters views on topics raised in the State-of-the-Union Address. Later today, data will be released on the president’s proposed freeze on discretionary spending. Voters strongly believe that cutting taxes is a better job creation tool than increasing government spending.

Additionally, the president proposed a college lending program that would give preferential repayment terms to government workers. That may be a tough sell at a time when most Americans already believe government workers are overpaid. Government workers are more bullish about both the economy and their own financial condition than private sector workers.

These updates are based upon nightly telephone interviews and reported on a three-day rolling average basis. Nearly two-thirds of interviews for today’s update were completed before the President’s State of the Union address. Interviews conducted since the speech suggest that Democrats may have become more enthusiastic about the President. Little change was seen among Republicans and unaffiliated voters. However, it will take several days to see if there has been an substantive impact from the speech and follow-up coverage.

The director of polling for ABC attacked automated polling yesterday after a Democratic firm released numbers showing Fox News is trusted more than ABC. However, it’s not just a case of shooting the messenger and it’s not about the details of one polling approach versus another. The real issue is new media versus old media. New media outlets like Rasmussen Reports view ourselves as a source that can be used by our visitors. The old media mentality sees itself as a gatekeeper who determines what information is appropriate to share.

State polling released this morning shows North Carolina Senator Richard Burr leading his challengers but struggling to reach the 50% level of support. Iowa Senator Charles Grassley holds a wide lead over potential challengers.

The Rasmussen Reports daily Presidential Tracking Poll for Saturday shows that 28% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Forty percent (40%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -12 (see trends).

Approval index updates are based upon nightly telephone interviews and reported on a three-day rolling average basis. Nearly one-thirds of interviews for today’s update were completed before the President’s State of the Union address.

Looking only at interviews conducted on the two nights following the speech, it is clear that the President enjoyed a bounce in the polls and that the bounce came from members of his own party. On the morning of the speech, 50% of Democrats Strongly Approved of the President’s performance. On the two nights following the speech, that number jumped to 65%. There was essentially no change among Republican and unaffiliated voters.

This could suggest that the President’s “pivot” following the Republican upset in Massachusetts is a pivot towards energizing his party base more than reaching out for support from unaffiliated voters. In Massachusetts and the two Governor’s races last fall, a lack of enthusiasm from Democrats contributed to the party’s defeats.

Polling conducted after the speech also found that most voters do not believe the President’s assertions about tax cuts, economic growth, or job creation. Democrats tend to give him the benefit of the doubt. Republicans and unaffiliated voters do not.

That’s the lowest level of confidence ever measured on this question since it was first asked in early 2002. Overall, confidence in the War on Terror has slipped to the lowest levels since the middle of 2007.

The Rasmussen Reports daily Presidential Tracking Poll for Sunday shows that 33% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Forty percent (40%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -7.

This is the first update based entirely upon interviews conducted since the State-of-the-Union Address and it reflects a bounce for the President. The number who Strongly Approve is the highest in more than four months (since September) and the overall Approval Index rating is the best in more than three months (since October).

The bounce comes almost entirely from those in the president’s party. Sixty-four percent (64%) of Democrats now Strongly Approve, up from 50% before the speech. However, the speech appears to have had the opposite impact on unaffiliated voters. Among those not affiliated with either major party, 50% now Strongly Disapprove. That’s up from 42% before the speech. The next few days should give an indication as to whether these changes will fade or if they signify the beginning of a new phase in the political environment.

Most voters do not believe the President’s assertions about tax cuts, economic growth, or job creation. Additionally, just 19% believe the President accomplished most of his first year objectives.

The Rasmussen Reports daily Presidential Tracking Poll for Monday shows that 35% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. That’s the highest level of strong approval for the President in more than seven months and reflects a significant bounce following the State-of-the-Union address. Before the speech, just 27% voiced strong approval.

Thirty-nine percent (39%) now Strongly Disapprove down from 42% before the speech. Putting it all together gives Obama a Presidential Approval Index rating of -4. That’s the President’s best Approval Index rating in months. In fact, he’s earned a better rating on only two days in the past six months (see trends).

When tracking President Obama’s job approval on a daily basis, people sometimes get so caught up in the day-to-day fluctuations that they miss the bigger picture. To look at the longer-term trends, Rasmussen Reports compiles the numbers on a full-month basis. For the full-month of January, the President’s Approval Index rating improved a point to -14. That’s the first time his numbers have improved since September.

The President’s recent gains have come from firing up his base and one of the keys to Election 2010 will be to see whether he can maintain this increased level of enthusiasm. If he does, Republican gains could be less than some are now projecting. On the other hand, if the improvement turns out to be just a short-term bounce, then the GOP may enjoy better prospects. New polling out today shows that Republicans continue to have the edge in the Florida Senate race.

During January, the number of Americans not affiliated with either major political party jumped to the highest level since 2007.

The Rasmussen Reports daily Presidential Tracking Poll for Wednesday shows that 31% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Just 42% of American adults are even somewhat confident in the stability of the U.S. banking system.

The Rasmussen Reports daily Presidential Tracking Poll for Thursday shows that 29% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Thirty-seven percent (37%) Strongly Disapprove which Obama a Presidential Approval Index rating of -8.

As the federal budget debate heats up, just 35% of voters realize that most federal spending goes to just three areas: National Defense, Social Security, and Medicare.

New data released this morning shows that the American people overwhelmingly reject the basics of Keynesian economics. Only 11% believe more deficit spending is needed to spur the economy while 70% say deficit cutting is the answer.

Americans are split on Sarah Palin and have mixed feelings on the "Tea Party" protesters, according to a new CNN poll.
The poll comes as the Tea Party Convention kicks off in Nasvhille. Palin will speak to the gathering, whose organizers have taken heat for reportedly seeking to profit from the event.
Palin will reportedly earn $100,000 for her appearance.

CNN found that 43% of American have a favorable view of Palin, while 46% have an unfavorable view. That's up slightly from a 39%-48% margin in early August.
Meanwhile, 33% of respondents say they have a favorable view of the Tea Party protesters, with 26% holding an unfavorable view. 24% have never heard of the Tea Partiers.

Voters continue to trust Republicans more than Democrats on most key issues facing the nation, but the gap is smaller now when it comes to the economy. Forty-six percent (46%) trust the GOP more when it comes to the economy while 42% trust the Democrats more. The American people overwhelmingly reject the basics of Keynesian economics: only 11% believe more deficit spending is needed to spur the economy while 70% say deficit cutting is the answer. As the federal budget debate heats up, just 35% of voters realize that most federal spending goes to just three areas: National Defense, Social Security, and Medicare.

The Rasmussen Reports daily Presidential Tracking Poll for Sunday shows that 26% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Forty-three percent (43%) Strongly Disapprove which gives Obama a Presidential Approval Index rating of -17.

Most who watch the Super Bowl will be rooting for the Saints but most think the Colts will win. More than six-out-of-ten Americans will tune in but just 49% of those will be watching the game intensely. Thirty-five percent (35%) say that the commercials are more interesting than the game.

Obamamania in Washington D.C. has apparently run its course as the Obama store in Union Station has closed.

In case his approval ratings weren't proof enough, then maybe the overstock on Obama bobbleheads will make the case.
The Obama love affair is over.
Just a little more than a year ago, Obama gear was hot when tourists were bustling into the capital eager for a taste of the new commander in chief and a T-shirt as a keepsake. But it seems as Obama's luster has dimmed, the market for Obama goods has taken a beating.
One sign his brand just isn't selling? The Obama store in Union Station is all boarded up, according to U.S. News & World Report.
The question remains as to what took a bigger hit from the economy -- the Obama store or the Obama brand?
There is little doubt that the Obama sheen has worn off as job losses have mounted and legislation has stalled during Obama's first year in office. But I have long questioned the economics of a retailer which is tied to one figure even if it is one as popular as Obama initially was.
When George Bush was elected Republicans couldn't get enough of "44" merchandise at first. As his presidency wore on and the media's relentless attacks took hold, you couldn't give away Bush related merchandise. So there are some similarities here but the biggest difference is that Obama has come crashing down faster than almost any president in modern history making the Obama brand more of a liability than an asset.

Sixty-one percent (61%) say Congress should scrap the proposed health care plan and start all over again. Just 28% think it would be better to build on the health care plan that has been working its way through the House and Senate. Most think action should wait until voters select a new Congress in November.

Republicans lead Democrats by nine percentage points on the Generic Congressional Ballot.

Skepticism about politicians and government remains very high. If Congress raises taxes to reduce the deficit, most Americans believe they would actually spend the money on new government programs rather than deficit reduction.

Most also support a tax limit so that no one pays more than 50% of their income in total taxes to state, federal, and local governments. Most even think that someone who earns a million dollars a year should pay less than half that total in taxes.

Just 29% of voters believe the U.S. should go it alone in applying sanctions against Iran.

The Rasmussen Reports daily Presidential Tracking Poll for Sunday shows that 22% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. That is the lowest level of strong approval yet recorded for this President.

Forty-one percent (41%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -19. The Approval Index has been lower only on one day during Barack Obama’s thirteen months in office. The previous low came on December 22 as the Senate was preparing to approve its version of the proposed health care legislation. The current lows come as the President is once again focusing attention on the health care legislation.

Currently, 39% of voters nationwide favor the health care plan proposed by the President and Congressional Democrats. Fifty-eight percent (58%) are opposed. Only 35% believe Congress should pass health care reform before the upcoming midterm elections anyway. Fifty-four percent (54%) say Congress should wait until voters select new congressional representatives in November.

If the proposed health care plan becomes law, 78% of voters expect it will cost more than projected. Voters overwhelmingly believe passage of the plan will increase the federal deficit and lead to middle-class tax hikes. Most of those with insurance fear that they could be forced to change their coverage if the health care legislation passes.

That matches yesterday’s result as the lowest level of strong approval yet recorded for this President. The only day that Barack Obama’s Approval Index ratings were lower than today was last December 22. Like today, that came at a time when the President was making a strong push for his proposed health care legislation. Most voters have consistently opposed that plan.

Forty-seven percent (47%) say it is possible for the U.S. to achieve victory in Afghanistan while 30% disagree. Voters remain divided as to whether the primary objective should be victory or getting troops home as soon as possible.

New data released this morning on the Republican primary in Florida shows that Marco Rubio has opened a wider lead over Charlie Crist.

Over the past several months, Pew research has released several polls that take a look at the worldview of the Millennial generation. The most recent poll from Pew shows a marked drop in support for the Democrats over the past year and a rise in Republican supporters and leaners among the Millennials.

In 2008 at the height of the presidential campaign, the Millennials sided with Democrats by a 32% margin, 62% identified with the Democrats opposed to a mere 30% who classified themselves as Republicans.
But 2008 has come and gone. And so has the overwhelming support for Obama and his brand of Hope and Change. Young people fell for Obama’s message of hope faster than anyone else. And they’ve been the first to see their expectations dashed on the cold, hard rocks of reality. Unemployment has hit the under-25 crowd harder than any other segment of the population. Democrats have tried to pass bills, forcing young people to get health insurance, even if they don’t want it. The deficit has grown tremendously over the past year and the Millennials are starting to wake up to the fact that they will be stuck paying for the ballooning national debt.
Now only 54% of Millennials call themselves Democrats, a drop of 8%. And 40% of Millennials consider themselves Republicans, a rise of 10%. Democrats undeniably hold the lead in support from young people, but the way things are headed in this country, I wonder just how long that will hold true.

The Rasmussen Reports daily Presidential Tracking Poll for Saturday shows that 22% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Forty-three percent (43%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -21. That matches the lowest Approval Index rating yet recorded for President Obama.

The only other time the Approval Index was this low came in late December as the U.S. Senate prepared to approve its version of health care reform (see trends). Most voters continue to oppose the proposed health care plan.

Fifty-six percent of Americans say the government poses an immediate threat to individual rights and freedoms.

Washington (CNN) – A majority of Americans think the federal government poses a threat to rights of Americans, according to a new national poll.
Fifty-six percent of people questioned in a CNN/Opinion Research Corporation survey released Friday say they think the federal government's become so large and powerful that it poses an immediate threat to the rights and freedoms of ordinary citizens. Forty-four percent of those polled disagree.
The survey indicates a partisan divide on the question: only 37 percent of Democrats, 63 percent of Independents and nearly 7 in 10 Republicans say the federal government poses a threat to the rights of Americans.
According to CNN poll numbers released Sunday, Americans overwhelmingly think that the U.S. government is broken - though the public overwhelmingly holds out hope that what's broken can be fixed.
The CNN/Opinion Research Corporation poll was conducted February 12-15, with 1,023 adult Americans questioned by telephone. The survey's sampling error is plus or minus 3 percentage points for the overall survey.
