'Framework' for final deal reached at Iran nuclear talks

(Reuters) - Iran and world powers reached a framework on curbing Iran's nuclear program at marathon talks in Switzerland on Thursday that will allow further negotiations towards a final agreement.

A Western official said it would include limits on Iran's enrichment of uranium for 10 years.

Western and Iranian officials at the talks said they would conclude with a joint statement announcing that enough progress had been reached to allow further negotiations until a final deadline of June 30.

"Agreement on framework for final agreement reached. Press conference following," Germany's foreign ministry said on Twitter.

Iran's Foreign Minister Javad Zarif tweeted: "Found solutions, ready to start drafting immediately".

President Hasan Rouhani made a similar announcement on Twitter and phoned Zarif and chief negotiator Ali Akbar Salehi to thank them for their work.

It was not clear how much of the framework's details would be officially announced. Its details are highly sensitive to both sides, especially Iran, which is worried about signing off on explicit targets to curb its nuclear program in the absence of a final settlement that would see economic sanctions lifted.

A Western official said the sides had agreed that the comprehensive settlement would require Iran to dilute or ship abroad most of its stocks of enriched uranium, and suspend two thirds of the 19,000 centrifuges it operates for enrichment. It will be monitored for 10 years.

Those targets would all depend on achieving the final settlement over the next three months, the official said.

Western countries say enriched uranium can be used to make a weapon, which they aim to prevent. Iran says it wants it only for a peaceful nuclear program.

The joint statement would be issued by Zarif and EU foreign policy chief Federica Mogherini, who has acted as a coordinator for the six powers - Britain, China, France, Germany, Russia and the United States.

Representatives of all the sides sat for a full session of talks at around 6:00 pm (1600 GMT) on Thursday, and officials said they expected the statement around an hour later, although it could be delayed.

Zarif and Mogherini would release their statement and U.S. Secretary of State John Kerry would then hold a news conference to explain the outcome.

The deal wraps up eight days of marathon talks, extended after a deadline of midnight on Tuesday, aiming to achieve a political agreement that could serve as the basis for a final deal by June 30.

Iran wants to preserve what it says is its right to peaceful nuclear technology, while lifting international sanctions that have hamstrung its economy.

The talks are the biggest opportunity for rapprochement between Washington and Tehran since they became enemies after Iran's 1979 revolution, but any deal faces scepticism from conservatives in both countries. U.S. allies in the Middle East are also skeptical, especially Israel and Saudi Arabia.

Israeli Prime Minister Benjamin Netanyahu said on Twitter any deal must roll back Iran's nuclear capability.

Basis for Iran nuclear agreement reached, EU official says

Lausanne, Switzerland (CNN)—Latest developments:

• The basis for an agreement for a peaceful Iranian nuclear program and a lifting of sanctions against that nation has been reached, EU foreign policy chief Federica Mogherini announced in Switzerland. "We have reached solutions on key parameters of a joint comprehensive plan of action," she said.

• Iran's enrichment capacity and stockpile will be limited, and Iran's sole enrichment facility will be at the Natanz nuclear facility, EU foreign policy chief Federica Mogherini said. Other nuclear facilities will be converted for other uses, she said.

• Before Mogherini's statement, a Western diplomat told CNN that a "broad political agreement with some specifics" would be announced in a joint statement from the parties involved in Iran's nuclear program talks. The agreement puts significant curbs on Iran's nuclear program, but leaves much of it intact, the diplomat said.

U.S. Secretary of State John Kerry sent a tweet saying that "parameters to resolve major issues" have been reached.

Iran, EU hint at breakthrough in nuclear talks

Significant agreements have been reached regarding Iran's nuclear program, according to tweets by officials ahead of a planned joint statement.

"Found solutions," Iranian Foreign Minister Javad Zarif tweeted. "Ready to start drafting immediately."

"Solutions on key parameters" reached, Iranian President Hassan Rouhani said on Twitter. The European Union's foreign policy chief, Federica Mogherini, tweeted, "Good news," regarding the talks.

The flurry of tweets basically amounted to a leak of the upcoming statement. The message: expect a breakthrough from the marathon talks in Lausanne.

Mogherini is expected to make a statement, which will also be read in Farsi by Zarif.

U.S. Secretary of State John Kerry is also expected to make a statement.

The goal had been to agree on a framework for a future final nuclear agreement by Tuesday. The talks stretched well past the original deadline.

The statement will mark the end of a round of talks that started last week.

Earlier Thursday, as Zarif was walking back to the hotel where the negotiations were being held, he told reporters that a statement was in the works.

Issuing a statement sounds like something less significant than the framework of understanding that the parties were aiming for.

"What we expect today is a statement and the fact that we have all reached common understanding on how to resolve the issues," Zarif said. "But the agreement, a written agreement, is something that needs to be drafted by all participants and agreed upon in a multilateral process. And that would take, hopefully, three months, to finalize, and hopefully less."

Asked if an understanding has been reached on all issues, Zarif replied, "that's what we think we have, but nothing is agreed until everything is agreed."

World powers -- the United States, Russia, China, France, the United Kingdom and Germany -- were examining the results of the overnight talks without Iran present, he said.

The talks, aimed at reaching a preliminary political deal on Iran's nuclear program, blew past their initial, self-imposed deadline of late Tuesday as Iranian and U.S. negotiators struggled to find compromises on key issues.

But the negotiators have doggedly continued their work in Lausanne, trying to overcome decades of mistrust between Tehran and Washington.

The mutual mistrust has been a serious problem in the talks, Zarif said.

"I believe respect is something that needs to be exercised in practice and in deeds, and I hope that everyone is engaging in that in mutual respect," he said.

'A few meters from the finishing line'

"We are a few meters from the finishing line, but it's always the last meters that are the most difficult. We will try and cross them," French Foreign Minister Laurent Fabius said as he returned to the talks late Wednesday. "We want a robust and verifiable agreement, and there are still points where there needs to be progress, especially on the Iranian side."

Iran wants swift relief from punishing sanctions that have throttled its economy. And Western countries want to make sure any deal holds Iran back from being able to rapidly develop a nuclear weapon.

It's unclear what kind of accord might emerge from this round of talks -- Iran appears to be resisting too many specifics, while the U.S. side wants to put hard numbers on key points.

Whatever it might turn out to be, the interim deal will need to be fleshed out into a full deal by June 30. Some of the thorniest issues could end up being left for that final phase.

But in the meantime, the Obama administration needs something solid enough it can sell to a skeptical Congress, which has threatened to impose new sanctions on Iran. The potential deal is also coming under sustained attack from Israeli Prime Minister Benjamin Netanyahu.

World leaders reached a framework Thursday for a final deal on the future of the Iranian nuclear program.

At marathon talks in Switzerland, Secretary of State John Kerry, German diplomats and leaders from Iran all said that a framework had been reached. They were quickly followed by an announcement from a European official at the talks.

"Back to work soon on a final deal," Kerry said on Twitter. He called it a "big day."

Javad Zarif, the foreign minister of Iran, said on Twitter: "Found solutions. Ready to start drafting immediately."

President Barack Obama planned to deliver a statement at 2:15 p.m. ET from the White House Rose Garden.

Iran and six world powers, including the United States, have been in negotiations since March 26 on the nuclear program, which Iran insists is peaceful. The six nations want limits on the program, and Iran wants the lifting of punishing economic sanctions.

The countries had set a deadline of Tuesday for a framework, but they blew past it and kept talking. They worked through the night into Thursday, taking a break of just a few hours for sleep.

Marathon talks aimed at agreeing the outlines of a deal putting an Iranian nuclear bomb out of reach neared their close Thursday with global powers preparing to address the media.

Following eight days of tortuous discussions in Switzerland, which lasted through the night to Thursday, negotiators were working out the final wording of a statement, diplomats said.

It was unclear how detailed this statement to be issued in Lausanne will be, but EU foreign policy chief Federica Mogherini tweeted that it would be "good news".

The German foreign ministry tweeted that an "understanding" had been reached on "key points".

Mogherini and Iranian Foreign Minister Mohammad Javad Zarif were due to hold a news conference followed by others by foreign ministers including US Secretary of State John Kerry.

Zarif tweeted that they had "found solutions". Earlier he said "significant progress" in a night of talks with Kerry and an army of technical and sanctions experts from all sides.

The aim before this round began was to agree the main contours of a deal to be finalised by June 30 that reduces in scale Iran's nuclear programme in return for relief from painful sanctions.

The powers hope that this will make it virtually impossible for Iran to make nuclear weapons under the guise of its civilian programme and end a crisis raging for 12 years.

- High stakes -

The stakes were high, French Foreign Minister Laurent Fabius said as he arrived in Lausanne late Wednesday, adding that they involved "Iran's reintegration into the international community."

Failure may set the United States and Israel on a road to military action to thwart Iran's nuclear drive.

Israeli Intelligence Minister Yuval Steinitz, whose country is widely assumed to have the bomb, said Thursday that the "military option is on the table".

Brigadier General Hossein Dehghan, the Iranian defence minister, said that similar comments Tuesday by Pentagon chief Ashton Carter were "designed to affect the rational atmosphere" of the nuclear talks.

The White House said overnight that the talks were still "productive" and progress was being made.

"But if we are in a situation where we sense that the talks have stalled then yes, the United States and the international community is prepared to walk away," said White House spokesman Josh Earnest.

Iran's chief negotiator Abbas Araghchi had said there were two main sticking points -- a mechanism for lifting crippling sanctions against the Islamic republic, and the country's research and development of new nuclear machinery.

Global powers want Iran to scale down its nuclear programme to extend the "breakout" time needed to assemble enough nuclear material to make a bomb, which Iran has always denied seeking.

But Iranian negotiators are under pressure from domestic hardliners not to give too much away -- while also delivering on President Hassan Rouhani's promise to win the lifting of sanctions.

Global powers have refused an immediate end to all sanctions, preferring instead a phased suspension to enable them to be put back in place if Iran violates the deal.

The issue of suspending UN sanctions is particularly tricky -- Iran is also subject to US and EU measures -- with discord among the powers about the mechanism for a "snap-back" if needed.

US President Barack Obama also needs a deal which he can sell to hostile Republicans in Congress, who remain sceptical of Iran's pledges and are threatening to push for new sanctions from April 14.

Republicans and US allies like Israel and Saudi Arabia fear that if too much of Iran's nuclear programme is left intact, it will still have the ability to obtain a nuclear bomb.

JERUSALEM (Reuters) - Israeli Prime Minister Benjamin Netanyahu urged anew on Thursday that world powers seek to "significantly roll back" Iran's nuclear capabilities under any deal achieved in continuing talks.

In a message posted on the social media site Twitter after reports that talks for a deal to rein in Iran's programme would continue through June, Netanyahu reiterated Israel's demands that Iran "stop its terrorism and aggression."

He attached a diagram to his tweet showing Tehran's involvement in Middle East conflicts, including Yemen, Iraq, Lebanon and Egypt, while talks were under way in Lausanne.

"Any deal must significantly roll back Iran's nuclear capabilities," said Netanyahu, who has been critical of the deal being negotiated with Tehran, doubting it would achieve Israel's goal of preventing Iran from attaining a capability to acquire nuclear weapons.

Below are the key parameters of a Joint Comprehensive Plan of Action (JCPOA)
regarding the Islamic Republic of Iran’s nuclear program that were decided in
Lausanne, Switzerland. These elements form the foundation upon which the final text of
the JCPOA will be written between now and June 30, and reflect the significant progress
that has been made in discussions between the P5+1, the European Union, and Iran.
Important implementation details are still subject to negotiation, and nothing is agreed
until everything is agreed. We will work to conclude the JCPOA based on these
parameters over the coming months.

Enrichment

Iran has agreed to reduce by approximately two-thirds its installed
centrifuges. Iran will go from having about 19,000 installed today to 6,104
installed under the deal, with only 5,060 of these enriching uranium for 10
years. All 6,104 centrifuges will be IR-1s, Iran’s first-generation centrifuge.

Iran has agreed to not enrich uranium over 3.67 percent for at least 15
years.

Iran has agreed to reduce its current stockpile of about 10,000 kg of
low-enriched uranium (LEU) to 300 kg of 3.67 percent LEU for 15 years.

All excess centrifuges and enrichment infrastructure will be placed in IAEA
monitored storage and will be used only as replacements for operating
centrifuges and equipment.

Iran has agreed to not build any new facilities for the purpose of enriching
uranium for 15 years.

Iran’s breakout timeline – the time that it would take for Iran to acquire
enough fissile material for one weapon – is currently assessed to be 2 to 3
months. That timeline will be extended to at least one year, for a duration
of at least ten years, under this framework.

Iran will convert its facility at Fordow so that it is no longer used
to enrich uranium

Iran has agreed to not enrich uranium at its Fordow facility for at least 15
years.

Iran has agreed to convert its Fordow facility so that it is used for peaceful
purposes only – into a nuclear, physics, technology, research center.

Iran has agreed to not conduct research and development associated with
uranium enrichment at Fordow for 15 years.

Iran will not have any fissile material at Fordow for 15 years.

Almost two-thirds of Fordow’s centrifuges and infrastructure will be
removed. The remaining centrifuges will not enrich uranium. All centrifuges
and related infrastructure will be placed under IAEA monitoring.
Iran will only enrich uranium at the Natanz facility, with only 5,060 IR-1
first-generation centrifuges for ten years.

Iran has agreed to only enrich uranium using its first generation (IR-1 models)
centrifuges at Natanz for ten years, removing its more advanced centrifuges.

Iran will remove the 1,000 IR-2M centrifuges currently installed at Natanz
and place them in IAEA monitored storage for ten years.

Iran will not use its IR-2, IR-4, IR-5, IR-6, or IR-8 models to produce
enriched uranium for at least ten years. Iran will engage in limited research
and development with its advanced centrifuges, according to a schedule
and parameters which have been agreed to by the P5+1.

For ten years, enrichment and enrichment research and development will
be limited to ensure a breakout timeline of at least 1 year. Beyond 10
years, Iran will abide by its enrichment and enrichment R&D plan submitted
to the IAEA, and pursuant to the JCPOA, under the Additional Protocol
resulting in certain limitations on enrichment capacity.

Inspections and Transparency
The IAEA will have regular access to all of Iran’s nuclear facilities, including
to Iran’s enrichment facility at Natanz and its former enrichment facility at
Fordow, and including the use of the most up-to-date, modern monitoring
technologies.

Inspectors will have access to the supply chain that supports Iran’s nuclear
program. The new transparency and inspections mechanisms will closely
monitor materials and/or components to prevent diversion to a secret
program.

Inspectors will have access to uranium mines and continuous surveillance
at uranium mills, where Iran produces yellowcake, for 25 years.

Inspectors will have continuous surveillance of Iran’s centrifuge rotors and
bellows production and storage facilities for 20 years. Iran’s centrifuge
manufacturing base will be frozen and under continuous surveillance.

All centrifuges and enrichment infrastructure removed from Fordow and
Natanz will be placed under continuous monitoring by the IAEA.

A dedicated procurement channel for Iran’s nuclear program will be
established to monitor and approve, on a case by case basis, the supply,
sale, or transfer to Iran of certain nuclear-related and dual use materials
and technology – an additional transparency measure.

Iran has agreed to implement the Additional Protocol of the IAEA, providing
the IAEA much greater access and information regarding Iran’s nuclear
program, including both declared and undeclared facilities.

Iran will be required to grant access to the IAEA to investigate suspicious
sites or allegations of a covert enrichment facility, conversion facility,
centrifuge production facility, or yellowcake production facility anywhere in
the country.

Iran has agreed to implement Modified Code 3.1 requiring early notification
of construction of new facilities.

Iran will implement an agreed set of measures to address the IAEA’s
concerns regarding the Possible Military Dimensions (PMD) of its program.
Reactors and Reprocessing
Iran has agreed to redesign and rebuild a heavy water research reactor in
Arak, based on a design that is agreed to by the P5+1, which will not
produce weapons grade plutonium, and which will support peaceful nuclear
research and radioisotope production.

The original core of the reactor, which would have enabled the production
of significant quantities of weapons-grade plutonium, will be destroyed or
removed from the country.

Iran will ship all of its spent fuel from the reactor out of the country for the
reactor’s lifetime.

Iran has committed indefinitely to not conduct reprocessing or reprocessing
research and development on spent nuclear fuel.

Iran will not accumulate heavy water in excess of the needs of the modified
Arak reactor, and will sell any remaining heavy water on the international
market for 15 years.

Iran will not build any additional heavy water reactors for 15 years.

Sanctions
Iran will receive sanctions relief, if it verifiably abides by its commitments.

U.S. and E.U. nuclear-related sanctions will be suspended after the IAEA
has verified that Iran has taken all of its key nuclear-related steps. If at any
time Iran fails to fulfill its commitments, these sanctions will snap back into
place.

The architecture of U.S. nuclear-related sanctions on Iran will be retained
for much of the duration of the deal and allow for snap-back of sanctions in
the event of significant non-performance.

All past UN Security Council resolutions on the Iran nuclear issue will be
lifted simultaneous with the completion, by Iran, of nuclear-related actions
addressing all key concerns (enrichment, Fordow, Arak, PMD, and
transparency).

However, core provisions in the UN Security Council resolutions – those
that deal with transfers of sensitive technologies and activities – will be
re-established by a new UN Security Council resolution that will endorse
the JCPOA and urge its full implementation. It will also create the
procurement channel mentioned above, which will serve as a key
transparency measure. Important restrictions on conventional arms and
ballistic missiles, as well as provisions that allow for related cargo
inspections and asset freezes, will also be incorporated by this new
resolution.

A dispute resolution process will be specified, which enables any JCPOA
participant, to seek to resolve disagreements about the performance of
JCPOA commitments.

If an issue of significant non-performance cannot be resolved through that
process, then all previous UN sanctions could be re-imposed.

U.S. sanctions on Iran for terrorism, human rights abuses, and ballistic
missiles will remain in place under the deal.
Phasing
For ten years, Iran will limit domestic enrichment capacity and research
and development – ensuring a breakout timeline of at least one year.
Beyond that, Iran will be bound by its longer-term enrichment and
enrichment research and development plan it shared with the P5+1.

For fifteen years, Iran will limit additional elements of its program. For
instance, Iran will not build new enrichment facilities or heavy water
reactors and will limit its stockpile of enriched uranium and accept
enhanced transparency procedures.

Important inspections and transparency measures will continue well beyond
15 years. Iran’s adherence to the Additional Protocol of the IAEA is
permanent, including its significant access and transparency obligations.
The robust inspections of Iran’s uranium supply chain will last for 25 years.

Even after the period of the most stringent limitations on Iran’s nuclear
program, Iran will remain a party to the Nuclear Non-Proliferation Treaty
(NPT), which prohibits Iran’s development or acquisition of nuclear
weapons and requires IAEA safeguards on its nuclear program.

Kicking Over the Table in the Middle East

The United States and Iran, along with other members of the Western negotiating coalition, reached an agreement whose end point will be Iran's monitored abandonment of any ambition to build nuclear weapons, coupled with the end of sanctions on Iran's economy. It is not a final agreement. That will take until at least June 30. There are also powerful forces in Iran and the United States that oppose the agreement and might undermine it. And, in the end, neither side is certain to live up the agreement. Nevertheless, there has been an agreement between the Great Satan and a charter member of the Axis of Evil, and that matters. But it matters less for what it says about Iran's nuclear program, or economic sanctions, than for how it affects the regional balance of power, a subject we wrote on in this week's Geopolitical Weekly.

Israel is the country that will be the most visible. It has been vociferous in opposing any deal with Iran. But in the end, this deal affects others less than Israel pretends. First, Israeli Prime Minister Benjamin Netanyahu's behavior does not indicate that he truly believes in an imminent Iranian nuclear threat. He has been asserting for more than a decade that the Iranians are a year or two away from a nuclear weapon. According to him, they are always a year or two away. It has become a non-falsifiable assertion. No matter what deadline passes, it does not deter Netanyahu.

But more important, if Netanyahu actually believed what he said, it is inconceivable that he would not have taken military action, with or without U.S. support, to protect Israel from an existential threat. Israel has a substantial military capability, including tactical nuclear weapons. While its forces are relatively far from Iran, there are other regional powers on the Arabian Peninsula and in the Caucasus who are hostile to Iran and frightened of Iranian nuclear weapons who could, theoretically, allow Israel to base aircraft and special forces out of their countries for an Israeli strike on Iran's facilities.

Netanyahu's statements and Netanyahu's actions ¡X or lack of them ¡X are utterly contradictory. If he meant what he said about the threat, and the United States was not prepared to act, the prime minister of Israel would be derelict in his responsibilities by failing to act. Netanyahu is not a man to neglect his duty. Therefore, he cannot believe what he says. Indeed, what he has wanted consistently was a U.S. attack on Iran, or at least unremitting U.S. hostility toward Iran. His fear of Iran's nuclear program had more to do with limiting a U.S.-Iranian rapprochement than protecting Israel from Iranian nuclear weapons. The latter would have produced different actions. Fear of a U.S.-Iranian rapprochement is not unreasonable, and all nations must use what tools they have to shape their environment. But in this case, the Israeli response will be of secondary importance.

Of far greater importance will be the Saudi and Turkish response. Saudi Arabia is the mortal enemy of Iran, not merely over religious issues, but geopolitically. Riyadh understands that it is rich and yet militarily constrained, while Tehran is poor but has more robust military capabilities. This is an uncomfortable position to be in. Obviously, Iran would like to dominate the Arabian Peninsula. The United States has been the guarantor of Saudi national security. The understanding with Iran, if it endures and if it evolves into a broader relationship, threatens the security of the entire Arabian Peninsula. This can also put the United States in a position where the Arabian Peninsula can no longer simply assume U.S. hostility toward Iran or U.S. support of their interests. The airstrikes on Yemen are the first indication of the region having to bear the burden of its strategic interests. There will be more such military initiatives, and the Arabian Peninsula will be wooing the United States rather than the other way around.

The same is true for another country that is far more important: Turkey. During the last few years, Ankara has played a complex game with Washington, supporting those things that were in its own interests and opposing things that were not. This makes perfect sense, but the U.S. relationship with Iran changes the basic dynamic. Last week Turkey made hostile gestures toward Iran. Turkish and Iranian interests are not identical and can easily diverge. It is important for Turkey that the United States keeps its distance from Iran. To this point, the United States wooed Turkey and both countries become reluctant partners. If the United States has a closer relationship with Iran, Turkey, like Saudi Arabia, will have to pay a much higher price for alignment with the United States and bear increasing risks if it is unwilling to pay that price.

The question of Iranian nuclear weapons is more theoretical than real. Iran will become, if not an ally, then possibly a country with which to cooperate on matters, such as what is happening in Iraq. There is a saying in chess: When you are being outplayed, kick over the table and start a new game. The understanding between Washington and Tehran is in itself both incomplete and uncertain. However, if it evolves into something solid, then we can look at this as the day the United States kicked over the table and started a new game.
