Eastern Libyan forces seize ship with a Turkish crew: spokesman

BENGHAZI (Reuters) - Eastern Libyan forces seized a Grenada-flagged ship with a Turkish crew on Saturday off the Libyan coast, a spokesman said, amid rising tensions with Turkey, which supports the rival and internationally recognized Libyan government in Tripoli.

Turkey’s parliament on Saturday approved a security and military cooperation deal signed with Tripoli government last month, state media reported, an agreement that could pave the way for military help from Ankara.
A National Libyan Army forces naval combat vessel stopped the ship in Libyan territorial waters off the eastern city of Derna and towed it to Ras El Hilal port “for inspection and to verify its cargo”, spokesman Ahmed Mismari told Reuters. He gave no further details.

The eastern forces loyal to commander Khalifa Haftar provided Reuters with a video that shows Libyan navy forces stopping the ship and questioning three crew members. They also published copies of passports of three Turkish nationals.
It was not immediately clear what the ship was carrying. Ankara has sent military supplies to Libya in violation of a United Nations arms embargo, according to a report by U.N. experts seen by Reuters last month.

Turkey has been backing the Libyan Government of National Accord led by Fayez al-Serraj as it fights off a months-long offensive by Haftar’s forces.
Turkish President Tayyip Erdogan has said Turkey could deploy troops to Libya in support of the GNA, but no request has been made.

Last month, al-Sarraj signed a controversial accord with Ankara that expands Turkey's continental shelf in the eastern Mediterranean. This could allow Turkey access to vast natural gas reserves.
Greece, Egypt and Cyprus have all slammed the deal as contrary to international law.
Libya descended into chaos after the country's long-time dictator Moammar Gadhafi was overthrown and killed in 2011.

(Greek) Foreign Minister Nikos Dendias is visiting Libya, where he is expected to meet with Field Marshal Khalifa Haftar, leader of the Libyan National Army fighting the UN-recognized Libyan government, Arab media report.

Dendias left earlier Sunday from the Elefsina military airport, headed to Benghazi.

In divided Libya, Benghazi is the seat of the Libyan House of Representatives, to which Hafter is loyal. The Tripoli-based government has signed a “maritime borders” deal with Turkey to which every other country in the eastern Mediterranean objects.

Dendias has already visited Jordan, Saudi Arabia and the United Arab Emirates the previous days.

Turkey has promised military aid to the Tripoli government, while there are reports that Russian mercenaries are fighting alongside Halifa’s army. The US State Department yesterday expressed its concern over the escalation of battles in Libya and the increased Russian presence, adding that the US still recognizes the Tripoli-based “government of National Accord” headed by Fayez al-Sarraj.

Greece has expelled the Libyan Ambassador to Athens in the wake of the al-Sarraj government’s deal with Turkey.

Assailants set Turkish consulate employee's car on fire in Greece

ATHENS (Reuters) - Unknown assailants set the car of a Turkish consulate employee ablaze early on Monday in the northern Greek city of Thessaloniki, a police official said.
Authorities were investigating the incident which took place around 3:30 am.
“There was extended damage,” said the official who declined to be named. There were no injuries.

Arson attacks are not uncommon in the country which has a history of political violence.
Athens and Ankara, NATO allies, are at odds over various decades-old issues ranging from mineral rights in the Aegean Sea to ethnically split Cyprus.
A recent deal between Turkey and Libya over maritime boundaries has angered Greece, which sees the move as infringing its own sovereign rights.

ALWITIA, Libya – The Operations Room at Alwitia Air Base of the Libyan National Army (LNA) announced Monday the maximum combat readiness inside the base, as part of the measures to be taken in such circumstances in the region, the Base said in a statement.
The base operations room asked all officers, non-commissioned officers and soldiers to raise the maximum level of readiness.
The Room also requested that all pilots join the base immediately and raise maximum alert status.
Al-Wattayah base indicated that it is awaiting orders and instructions, and the deadline LNA made for Misurata militias to withdaw from Tripoli and Sirte.

Fayez Al-Sarraj: Italy Declined Our Request for Weapons

Chairman of the Presidential Council, Fayez al-Sarraj, revealed that Italy declined a request for military weapons and equipment submitted to Rome by the Tripoli-based Government of National Accord (GNA). Sarraj criticized the visit by the Italian Minister of Foreign Affairs Luigi Di Maio on 17 December 17 to the Libyan cities of Benghazi and Tobruk where he also met with the Commander-in-Chief of the Libyan National Army (LNA), Field Marshal Khalifa Haftar, and the Speaker of the Libyan House of Representatives (HOR), Chancellor Aguila Saleh Essa.

[Libya, 23 December 2019] – “We have officially requested armament from several countries, including Italy, which also has the right to choose the policy that best suits it, and with which we have excellent relations. As a matter of fact, we have never received any official response from Rome,” said the Chairman of the UN-backed Presidential Council in Tripoli to the Milan-based newspaper Corriere della Sera.

“With Luigi Di Maio, we had a useful firsthand exchange of viewpoints. However, with regard to his visit to the aggressors in Benghazi and Tobruk, I have not seen any tangible results except for generic declarations of friendship that just give them the time they want. All in all, the international community is divided; there are countries which are willing to arm the aggressors; they are opposed to other countries, including Italy, which still believe that the only solution to the conflict is through political dialogue. But keep in mind that, here, we are under military attack, with unspeakable suffering for the bombed civilian population,” added Fayez al-Sarraj.

Asked whether he was concerned about a turning point in the Italian government’s policy towards Libya, Sarraj said, “Luigi Di Maio failed to stop the military aggression against us. This would have been the only evidence of his success at the talks he held in Benghazi. This does not mean that Italy has no right to communicate with any party or invite anyone to Rome.”

On a question addressed by the reporter that Rome, as a good ally of Tripoli, should have been informed before the Tripoli government committed itself to an agreement with Turkey, the Chairman of the Presidential Council, Fayez al-Sarraj, said, “Libya and Turkey are two member states of the United Nations, with legitimate, independent and sovereign governments. We have the right to conclude those memoranda. I sincerely appreciate the good relations and cooperation that we have with Italy and I hope our relations will be elevated, but we do not have any obligations, in this context, towards Rome. Negotiations with Turkey have been going on since 2004. Anyone with objections can resort to international law and arbitration at an international tribunal. There are legal precedences in disputes concerning economic jurisdiction zones in Cyprus and Malta. There has been an international arbitration in such disputes which were peacefully resolved. Instead, I find the Greek protests out of place and excessively loud. Do they really believe that Libya is so weak? We do not accept pressure or manipulation.”

Asked whether the forthcoming Berlin Conference is viable, al-Sarraj said, “We hope so. I spoke at length with both the UN Special Envoy to Libya, Ghassan Salamé, and with the German Foreign Minister. We would like to hold a meeting in Berlin to put an end to interference in Libya and then we can immediately organize a direct dialogue process between Libyans, but I do not know the chances of success for the Berlin Conference. The problem is that the aggressor is benefiting from time, and continues to talk about a zero hour for the battle for Tripoli, and continues to believe in the military option.”

The forces of Libyan renegade military commander Khalifa Haftar have released a vessel with Turkish crew members seized over the weekend in the Mediterranean Sea.
Ahmad al-Masmari, a spokesman for Haftar's self-styled Libyan National Army, said on Monday they found no weapons on the vessel flying a Grenada flag, which was carrying a shipment of flour from Malta to the Egyptian coastal city of Alexandria.
